Main Purpose of Job
Provides a level of supervision that addresses and monitors
the specific duties, needs and job performance of Case Manager positions. This
position ensures the implementation of the Center’s treatment modality and
therapeutic interventions. This is the highest level of work providing direct
counseling services to the youth under our care and custody. Employees in this
classification exercise a high degree of initiative in providing specialized
over-site and will be responsible for insuring that the most complex and difficult
cases are handled in accordance to policy and procedure. This position
exercises considerable latitude and judgment in the application of the
available guidelines. This position is at the apex of facilitating our mission
to return our youth to their respective communities as responsible, productive
citizens. An individual in this position is expected to: • Oversee, manage, and
coordinate services for youth residing at VCC; • Guide and coach youth in the
development of a positive peer culture • Work with the youth, the family, and
members of the facility’s Inter-disciplinary Treatment Team. • Participates as
Treatment Team Member to secure positive behavioral change. • Guide, teach and
counsel youth in the development of pro-social skills by leading groups, and
activities; including individual sessions and 7-challeges S/A. • Act to
maintain and strengthen the youth’s relationships with their family and
Community Case Manager. • Facilitate Aftercare/Transition planning with youth,
families, and community Case Managers; • Provide direction, orientation and
assistance in the on-going training of Case Management Specialists. • May be
called upon to audit CMS responsibilities for the VCC program, in order to
suggest improvements, insure compliance, and to assist in develop goals for
improvement in accordance with DJS Department policies and procedures. *Will
oversee all aspects of case management to include auditing and submission al
all reports *Must be highly organized.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.
Notes:
1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.
2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences or criminal justice from an accredited college or university for one year of the required experience.
3.
Candidates may substitute U.S. Armed Forces military service experience as a
commissioned officer in Social Services classifications or Social Services
specialty codes in the Social Science, Psychology and Welfare field of work on
a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
Possess of a current Maryland Correctional Training
Certification required.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position will possess the following:
Bachelor's degree in a Social or Behavioral Science major (such as Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies or Social Work, or other closely related field);
At
least one (1) year of supervisory experience in providing direct services to
children in a community or residential setting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1.
Candidates appointed to positions in this classification must be fully
certified by the Maryland Correctional Training Commission prior to appointment
and are required to maintain certification while employed.
2.
Employees in this classification may be assigned duties which require the
operation of a motor vehicle. Employees assigned such duties will be required
to possess a motor vehicle operator’s license valid in the State of Maryland.
3.
Employees in this classification that are employed at DJS Youth Centers may be
required to complete a Board approved medication technician training program
and possess a valid Maryland Board of Nursing (MBON) certification as a
Medication Technician.
SPECIAL REQUIREMENTS
1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A thorough background check, including
fingerprinting and drug testing
An oral interview, and
Physical and psychological examinations.
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
