Main Purpose of Job
This is a professional position responsible for
providing leadership, direction and coordination plan, coordinate and overseeing support services at the Disability
Determination Services of Maryland in the areas of fiscal management, mailroom,
reception area, case control, security and office facilities management.
POSITION DUTIES
Leads, directs and coordinate all agency
financial activities in accordance with the Federal and State Fiscal
Regulations and policies. Ensure all Agency financial records comply with
federal and state laws and maintain documentation for audit trails. Represent
agency during all state and federal audits.
Ensure interpretation
of and compliance with State procurement or contract laws, regulations,
policies and procedures. Review, analyze and interpret accounting systems,
records and reports. Prepare both state
and federal budgets. Monitor medical encumbrances, expenditures and special
funds as mandated by SSA. Oversee
agency’s spending plans and Monthly Obligation Reports as directed by the
Social Security Administration (SSA).
Provide agency financial status, work power usage, and recommend
initiatives to the Director. Review and
prepare procurement specifications for contracts or bids for outside
service. Directs and coordinates activities
of Support Service components of the DDS. Provide supervision directly and
coordinate activities in all support areas.
Act on behalf of the director when absent, Attend State, Regional and National SSA management meetings when called
upon. Serve on the DDS Administrative
Staff and the DDS Executive Staff.
MINIMUM QUALIFICATIONS
EDUCATION: A Bachelor’s Degree is required; course work in
Management, Accounting or Business Administration is desirable. A Master’s Degree is preferred.
EXPERIENCE: Six (6) years of management
experience in fiscal management, procurement or in security and office management.
Three (3) years of the required experience must have included experience with
security and office facilities management, procurement, FMIS, interpreting and
applying Maryland State and federal laws, policies, regulations and rules.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of Federal and State
Fiscal Regulations and policies; Knowledge of federal and state audits;
Knowledge of state procurement or contract laws, regulations, policies and
procedures; Knowledge to review procurement specifications for contracts and or
bids for outside service; Knowledge to review, analyze and interpret accounting
systems, records and reports; Knowledge to prepare state and federal budgets;
Knowledge of security and facilities management; Ability to develop and
initiate policies and procedures and to present recommendations clearly and
concisely; Ability to exercise good judgment and discretion in the
interpretation and application of office policies and procedures; Ability to
establish and maintain effective working relationships with various public,
vendors, staff etc.. and communicate effectively; Ability to exercise
leadership, initiative and sound judgment in making decisions.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with
the Immigration Reform and Control Act, and travel throughout the State are
required. Individuals selected for
positions with the Maryland State Department of Education's Disability
Determination Service (DDS) will go through a complete Tier 2 federal
background investigation. A suitability
determination by the Social Security Administration is necessary to determine
whether an employee can be issued credentials in order to have access to Social
Security disability data, records, and systems. Any misrepresentation of
academic or experience requirements for this position may result in
non-selection or termination of employment.
