Main Purpose of Job

The main purpose of this position is to serve as an operations manager of the Maryland Board of Physicians (MBP). This position will supervise, manage, and provide guidance to administrative, fiscal, and operational support staff regarding procedures-practices/policies, quality assurance, personnel, legislative/regulation, and procurement/billing functions to ensure high-quality internal and external customer service.

This position plans, develops, and supervises operational and administrative programs, evaluates and makes improvements to operational procedures, policies, and services provided to internal and external stakeholders. This position directs the development and implementation of Quality Assurance (QA) and Continuous Quality Improvement (CQI) programs within the MBP to improve efficiency in operations, performance, and outcomes.

Duties assigned to this position include but are not limited to: 
  • creating strategic and operational plans to include short and long term goals for the MBP 
  • ensuring that the quality of work produced by the Board meets all statutory and regulatory requirements 
  • conducting evaluations of the Board's programs and units, to include: analyzing performance data, conducting operating procedure reviews, and providing consultation on strategies to improve efficiencies and customer service 
  • managing all special projects, personnel, and fiscal operations of the Board and oversee preliminary intake investigations and staff in the Criminal History Records Check (CHRC) unit 
  • analyzing, evaluating, planning, researching, and reviewing program issues and initiatives 
  • directing high priority projects and assuring their accuracy and timely completion 
  • providing direction, review, and supervision for operational planning, budget, revenues, expenditures, personnel, contracts, legislative audits, and procurement 
  • managing and supervising professional, technical, and clerical staff 
  • conducting principal review of the related programs and make recommendations for improvement to processes and for efficiency 
  • representing the department and executives at personnel and budget meetings and Annapolis hearings related to the operations and fiscal services of the MBP and functioning as an advisor in these and other Board matters and initiatives. Revenues for the MBP are over $10 million.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited College or university.

Experience: Four years experience conducting investigations in the area of health care, insurance, medical malpractice or other related experience in investigative areas as defined by the Maryland Board of Physicians.  

Notes:

1. Experience conducting investigations in the area of health care, insurance, medical malpractice or other related experience in investigative areas as defined by the Maryland Board of Physicians may be substituted on a year for year basis for the required education.
 
2. A Master’s degree may be substituted for up to one year of the required experience.
 
3. A Juris Doctorate may be substituted for up to two years of the required experience.
 
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Legal or Investigator classification or Legal or Investigator specialty codes in the Investigation field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Supervisory experience. 
  • Experience with budget operations. 
  • Knowledge of current statutes/regulations governing healthcare professionals licensure in Maryland.
