Introduction
The Maryland State Retirement Agency is the administrator of the
Maryland State Retirement and Pension System (“System”). The System is a
defined benefit retirement system covering governmental employees within the
State of Maryland. The System is composed of twelve (12) separate
retirement and pension systems with over 50 different rule sets. The System has
over 397,000 participants (customers), including 192,000 members who are
actively employed and participating in the System, 165,000 payees who receive a
monthly payment from the System, and 40,000 vested members who are no longer
actively employed but have earned a benefit that will become payable at a
future date.

POSITION DUTIES
This Accountant Manager II position works as a senior manager in the Data Control Unit of the Maryland State Retirement Agency. This position is responsible for arguably the most important function of the Retirement Agency – paying monthly retirement benefits to more than 165,000 payees (retirees and beneficiaries of deceased retirees) in the gross amount of almost $300 million dollars. This position is also responsible for processing refund payments twice a month for approximately 600 former members each month. This position directly and indirectly supervises a team of four accountants in the performance of the daily, weekly, and monthly processes that must be accomplished to ensure that all of these payments are issued timely and correctly each and every month. This position is also responsible for the monthly reconciliation related to the proper tax reporting (accomplished through Form 1099-R each year) for all of the issued payments. This position also leads and supervises a separate team who is responsible for reviewing member requests to be granted military credit and member requests to purchase additional service credit for their retirements.
This position requires someone with outstanding organization and time management skills, excellent reconciliation/financial analysis skills, strong attention to detail and problem solving skills, and solid leadership and supervisory skills. It requires someone who can work under tight deadlines, has a ‘can do’ attitude, and is willing to do whatever it takes to get the job done correctly and on time. It requires someone who is able to think ‘big picture’ and improve processes and who is also willing and able to ‘roll up their sleeves’ with their staff to get the job done. The ability and willingness to work overtime is a requirement for this position. During the training period, this position will work 100% at the offices of the Retirement Agency. After training, and at the discretion of director, this position may be able to tele-work 1-2 days per two week pay period.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting, systems accounting, or federal fund accounting.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1) At least 5 years performing at least monthly reconciliations with at least 10,000 transactions and a value of at least $10 million.
2) At least 3 years of demonstrated supervisory experience.
