Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

Main Purpose of Job

This Advanced Accountant position works on the Retirement File Maintenance team in the Data Control Unit of the Maryland State Retirement Agency. This position is responsible for assisting to ensure that the payment data and retirement information in the Retirement Agency’s records is complete and accurate, including information related to proper tax reporting of payments on IRS Form 1099-R. This position is responsible for time sensitive reconciliations for monthly pension payments, refunds of member account balances, and payments for death benefit claims. On a monthly basis, approximately 170,000 monthly payments totaling over $361,000,0000 are paid, 600 refunds payments totaling over $2,000,000 are paid, and 25 death benefit payments totaling over $30,000.00 are paid. Some reconciliations occur daily, some weekly, some bi-monthly, and some monthly. This position also assists in verifying the work of staff related to several functions related to the correct and timely payment of benefits from the Retirement Agency. This position requires someone with excellent reconciliation skills, including intermediate Excel skills. The candidate must demonstrate strong problem solving skills and an absolute commitment to accuracy and attention to detail. This individual must be able to work independently and be accountable for their work’s timeliness and accuracy, and also enjoy working on a small team of professional employees performing critical tasks. The ability and willingness to work overtime is a requirement for this position. During the training period, this position will work 100% at the offices of the Retirement Agency. After training, and at the discretion of management, this position may be able to tele-work 1-2 days per two week pay period.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Demonstrated excellent reconciliation skills. Two years of experience performing monthly reconciliations with at least 1,000 transactions and a value of $1,000,000.

2. Demonstrated intermediate level experience with Microsoft Excel.
