Main Purpose of Job

This position will serve as the Chief, Division of Community Support Services (DCCS) within the Office of Long Term Services and Supports. The Division is comprised of two units: The Medical Supplies and Equipment Unit, and the Transportation Unit. Each of these Units will be responsible for multiple Medicaid Program (Program) services. The Medical Supplies and Equipment Unit will be responsible for both policy development and regulatory enforcement for Disposable Medical Supplies/Durable Equipment (COMAR 10.09.12) and Oxygen and Related Respiratory Equipment (COMAR 10.09.18). The Transportation Unit will be responsible for both policy development and regulatory enforcement for Ambulance Services (10.09.13), Non-Emergency Medical Transportation Grants (10.09.19)(NEMT), and Emergency Service Transporters (COMAR 10.09.31). The NEMT program is transitioning to an administrative services organization format, and this division will be responsible for developing and submitting a request for proposal and maintaining the contract.

As Division Chief, this position will administer and manage the activities of this Division and provide personnel oversight and management of its employees. This includes planning, organizing and supervising the work of the Division; developing revisions and implementing internal and external work procedures, protocols, guidelines and controls for the administration of new or existing Medicaid services and monitoring changes in federal and State laws and regulations. This position will also represent the state, the Maryland Department of Health (MDH) and the Maryland Medical Assistance Program in dealing with officials from the federal government, other states, or other State agencies, local government, the health care industry, advocates, consumers and in legal proceedings. Finally, this position will act, upon occasion, as the Deputy Director of the Office of Community Integration Programs in the absence of that individual. The Division's approach is multi-disciplinary in that the activities required to accomplish its goals are performed by medical, administrative and secretarial personnel. The Division currently employs nine (9) full-time staff excluding this position.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience administering a government, health or human services program, experience monitoring contracts, interacting with administrative service organizations, or developing documents for contractor bidding such as request for proposals and experience in an emergency medical services system or non-emergency medical transportation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
