Working on this team, you will learn entry level of professional work, for State agency positions, in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

Main Purpose of Job

The main purpose of this position is to assist the Chief Financial Officer and the Procurement Officer II with the performance of daily Procurement and Finance duties. These responsibilities include procurement and purchasing activities for Finance and Administration Division for Local county Offices and headquarter Programs. Other duties relating to the Agency’s support and administrative operations including but not limited to budget, accounting, fleet management, building maintenance and physical inventory. These duties and functions are essential to the fulfillment of the agency’s mission and goals.

POSITION DUTIES

Responsible for the day-to-day services in the procurement of services and commodities agency-wide. Tasks shall include, but are not limited to the following:

Provide excellent customer service to SDAT staff members and vendors.

Assist in reviews, analyzes, and processes requisition requests for services and commodities in accordance with State Procurement guidelines and procedures.

Determines the appropriate procurement method for procuring goods and services such as credit card, check or Purchase orders, negotiated awards, competitive sealed bidding, competitive sealed proposal in accordance with State procurement laws and regulations.

Responsible for preparing agency purchase orders and blanket purchase orders using ADPICS in FMIS. 

Prepares and disseminates PORFPS (Purchase Orders Request for Proposals) via DOIT.

Prepare agency purchase orders against Statewide contracts for vehicle purchase, copiers, and other commodities.

Research and determine vendor quotes and proposals.

Enter Change orders in ADPICS as needed.

To ensure timely payments, review and process Program invoices not processed for payment by other DAT corporate credit card holders.

Assists the Agency Property Officer for Non-Sensitive equipment:

Maintains inventory records and control accounts for fixed assets, reconciling physical inventories to detail records and control accounts.

Initiates and coordinates actions to conduct physical inventories of state property. Works with Compliance Director and Property Officer for Sensitive Equipment to complete annual inventories and audits.

Implements internal inventory control procedures and makes recommendations for improvement.

Receives and reviews Excess Property Declarations (Form 950-9) completed by Unit Accountability Officers; facilitates removal of property after DGS approval.

Certifies in writing the completeness and accuracy of the agency’s physical inventories.

Conducts test audits of non-sensitive capital equipment.

Assists in the management of the Agency’s State vehicle fleet as Fleet Manager:

Assists in handling day-to-day operations which involve explaining regulations, policies and procedures and the applicability to different situations.

Assists in reviewing monthly mileage reports for completeness and accuracy, entering mileage into DBM’s Web Fleetmaster.

Obtain new vehicles registration, tags, etc., via MVA assist with auction disposal of old vehicles.

Compile data and assist with DAT’s reimbursement request to Comptroller’s Office for fuel taxes paid via State’s commercial Fuel vendor.

Assists the Agency’s Liaison Administrator in day-to-day building maintenance and employee parking activity issues. Maintains and coordinates leased and state-owned office space management activities (including office renovations and relocations, and parking leases).

Responds independently to all levels concerning budget, procurement and other administrative issues and inquires (both written and verbal) for information or questions of a broad nature (real and personal property, as well as general administration); composes correspondence for signature of management staff as appropriate.

Other duties as assigned by CFO or Procurement Officer II. 

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience:  None.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

2. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education. 

LIMITATIONS ON SELECTION

Must be able to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification must obtain possess a certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
