The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Administrative Officer I (Collegiate Affairs Academic Proposal Coordinator).

Main Purpose of Job

The Administrative Officer I serves as the Collegiate Affairs Academic Proposal Coordinator and provides skilled and professional services to the Maryland Higher Education Commission (MHEC) in the Office of Academic Affairs – Collegiate Unit, and reports to the Associate Director of Collegiate Affairs. This position will provide a mixture of skilled and professional services including managing the workflow of the in-state academic program review process for over 50 colleges and universities in Maryland (as required by COMAR 13B.02.02), maintain the MHEC Academic Program Inventory, creating final reports (e.g., quarterly reports) utilizing agency and external databases.

POSITION DUTIES

The main purpose of this position is to provide administrative and project support to the Department of Academic Affairs, which includes coordinating oversight of:

· Provide administrative support and independent analysis and monitoring of the program tracking logs and inventory database for to the Collegiate Affairs team within the Academic Affairs Department.

· Manage, maintain and update internal tracking logs.

· Coordinate with the Director of Budget and Administration for RSTAR payments.

· Conduct an initial evaluation for proposal completeness.  Prepare, proofread, edit, and reconcile 30-day memos and program approval documents for review by MHEC leadership

· Maintain and update the Program Proposal website with circulation materials and decision information.

· Engage in professional communications (oral and written) and requests for information related to academic approval decisions and represent MHEC, as needed, in relaying information about rules, regulations and procedures governing the agency’s operations; refers inquires, when appropriate, to other staff.

· Update and recommend revisions to applications, forms, regulations, website information, processes, and other documents related to the academic program review process.

· Act as record manager for final decisions regarding degree-granting institutions; independently determine relevant communications that need to be retained; Manage and coordinates the proper record retention and disposal of all related files according the State regulations and agency procedures.

· Interpret, apply, and clarify MHEC policy, and relevant sections of the Education Article and COMAR for diverse internal/external constituents.

· Manage, maintain and update the MHEC Academic Program Inventory, including conducting a periodic review/independent audit of the API for accuracy.

· Preparing quarterly and ad hoc reports.

 

The position frequently requires that independent judgment be exercised without supervision. Additionally, extensive knowledge of office management methods, some knowledge of higher education administration, and ability to independently plan and organize are vital to the success of this position.

 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in a higher education setting within a public or private institution.
  • Experience with Excel database management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
