Main Purpose of Job

The Chief of Staff (CoS) works under the general direction of the Health Officer, (HO). The CoS will use strong leadership and problem-solving skills to assist with the daily operations of Howard County Health Department and special projects. This position involves frequent collaboration with fellow staff, board members, funding agencies, local and state officials, community partner organizations. The CoS will handle the oversight of projects that do not neatly fit within the organizational chart or fall between departments and work to align internal processes.

Responsibilities include:
• Serves as expert consultant on technical and strategic health policy, delivery, evaluation and financing issues to the Health Officer.
• Evaluates, analyzes, researches and develops health care services, policies and programs for HCHD.
• Develops and presents recommendations concerning alternate approaches to delivering, and evaluating health services to the Health Officer, Deputy Health Officer, and Executive Staff.
• Assuming day-to-day responsibility for projects and tasks.
• Ensuring timely and effective completion of projects and initiatives of the HO.
• Researching, recommending and developing new and revised policies and strategies.
• Proposing, creating and maintaining systems and processes to streamline operations.
• Collaborating with executive team members to determine and prioritize projects.
• Working with Bureau Directors to accomplish goals included in the strategic plan.
• Providing Bureau Directors leaders with recommendations and consultation to improve teamwork.
• Planning for and facilitating meetings.
• Developing and writing grant proposals.
• Assisting with budgets, fiscal assignments and grants as needed.
• Determining key performance indicators and how to measure team performance.
• Creating and editing presentations for the HO.
• Helping with the budget cycle, staff reviews, and committee/board/Executive Staff meeting preparation.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications:
- Master's in Public Health.
- Experience with Technical Writing in a professional setting.
- Experience with Grant Monitoring.
- Experience Managing Budgets.
- Excellent Written and Oral Communications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
