Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for ADMINISTRATOR I in the Registered Apprenticeship unit within the Office of Workforce Development (OWD).  Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The main purpose of this position is to conduct outreach, administer and monitor structured apprenticeship training programs for an assigned geographical area to produce a credentialed, skilled work force benefiting workers and employers. Provide outreach and training to local American Job Centers and economic development staff regarding Registered Apprenticeship as a workforce strategy.

POSITION DUTIES

Assist the registered apprenticeship unit with ensuring apprenticeship data is accurately entered in to RAPIDS. 

Obtains, analyzes and interprets data in order to apply rules, regulations and standards in accordance with laws

Assists in the administration of an program files. 

Consults with program heads and administrative officials regarding policies, trends, and interpretation of data and program needs; Researches and compiles data, as directed.

Assists in implementing new or revised  procedures and practices within the unit. 

Establish regular meetings with designated local staff to provide information regarding trends in Registered Apprenticeship at the national level and information regarding regionally based apprenticeship sponsors.  

Work with AJC staff to identify potential apprenticeship candidates and provide that information to program sponsors. 

Develop relationships with the Department of Commerce and other workforce programs and intermediaries to determine strategies to get Apprenticeship information out to Maryland business. 

Attend training programs and job fairs to provide information to job seekers.  

Work with Federal Office of Apprenticeship and GWDB to identify non-traditional fields for Apprenticeship and support program development.  

Administer apprenticeship programs by providing technical assistance and support in processing all relevant documentation of apprentice registrations, cancellations, completions and revisions. 

Advise program sponsors of methods to improve training and keep them abreast of applicable state and federal laws and regulations and innovations in training plans.

 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience in sales or related business engagement services.

DESIRED OR PREFERRED QUALIFICATIONS

At least six months of experience reviewing apprenticeship programs.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland Department of Labor employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The examination for this recruitment will be an evaluation and rating of your training, education, and experience provided on your application. Therefore, it is essential that the application is filled out completely and accurately, listing all relevant education and experience, addressing the specific supplemental qualifications and submitting any required documentation (diploma, transcript, certification, license, etc.). The certified list will be used by the Maryland Department of Labor for a period of one year.
