Main Purpose of Job

This position will lead the day-to-day operations of the Environmental Health (EH) program at the Charles County Health Department. This position will recognize and intervene in, as well as execute solutions for, high priority cases and situations. This position will also collaborate with county, State and/or other outside agencies, as needed; oversee all personnel matters, including recruitment, hiring and developmental adjustments; provide guidance to staff members; analyze unusual problems; and, develop the program budget, in consultation with fiscal staff members.

Additionally, this position will be responsible for optimizing IT usage for maximal and quality services to Charles County, as well as for supporting the EH Program Director in the enforcement of COMAR regulations. Furthermore, this position will respond to environmental health emergencies; supervise Environmental Health Specialist Program Supervisors; implement and evaluate programs; and, participate in the development of public awareness to the EH program. Finally, this position will be responsible for the coordination of environmental health interventions with other agencies, such as law enforcement, social work and county planning, along with the coordination of the Emergency Response team, in response to outbreaks. 

This position will assume the responsibilities of the EH program's Environmental Health Director, in his/her absence.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Sanitarians, under the certificate of eligibility requirements for Environmental Sanitarians.

Experience: Five years of experience performing inspections and investigations in the field of environmental health, in order to ensure compliance, including two years in a supervisory capacity.

Notes:

1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience overseeing environmental health practices, as well as experience managing and/or developing budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in these classifications must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
