Introduction

The Department of Labor, Board of Appeals is accepting applications from qualified candidates for the position of Administrative Officer III. All candidates must meet the minimum and selective qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The main purpose of this position is to assist the Chairperson, Associate Members and Appeals Counsel in the paralegal/administrative duties necessary to prepare the cases that come before the Board of Appeals on appeal, as well as perform independent duties in this capacity.

POSITION DUTIES

Independently drafts for Board review and signature decisions in cases; Independently coordinates inter-agency transactions and act as liaison between the Office of the Attorney General and the Board of Appeals. Receives, interprets and expedites Orders sent to the Board from Circuit Court and other Courts. Prepares and recommends appropriate Orders for Board. Once these Orders are mailed, case file is updated. Confers with staff at the Attorney General’s office in order to exchange information. Maintains a file of memos and court decisions from the Attorney General’ office, and other legal documents, pamphlets and books for legal research purposes. Responsible for docketing cases. Responsible for granting/denying postponements of cases scheduled before the Board of Appeals and Special Examiner. Maintain a calendar of all Board hearings and Special Examiner hearings.  This includes keeping track of when briefs and reply briefs are due. Responsible for prioritizing and responding to case-related correspondence. Compose routine and important correspondence for the signature of the Governor and the Secretary for the Department of Labor, Licensing and Regulation as well as the Chairperson and the Appeals Counsel for the Board. Respond to telephone inquiries from internal and external customers, including the office of the Governor, the Secretary, legislators and DLLR staff. Prepare the necessary paperwork when appellants withdraw their appeal or when an appeal is dismissed. Conduct research request by Board Members or Appeals Counsel. Run computer reports regarding Board Precedent Decisions and open Board Hearing cases as needed.  Provide the Board Members and Appeals Counsel with relevant information obtained from the reports. Update and change MABS data when necessary. Update claimant information when necessary. Enter Circuit Court decision information when needed. Expedite case files and prepare Orders when cases have to be referred to the Office of Administrative Hearings (OAH) for hearing.  Coordinates and provides liaison with staff at OAH.  Cases are referred to OAH when there is a possible conflict with one of the parties in the case and the Board or Agency, or if the claimant is a former employee of DOL.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DOL/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
