Introduction

The Land and Materials Administration, Lead Poisoning Prevention Program (LPPP), Lead Accreditation and Oversight Division (LAOD) is recruiting for an Environmental Compliance Specialist Supervisor. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting certified list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Environmental Compliance Specialist (ECS) Supervisor is responsible for ensuring compliance with State and federal environmental laws and regulations by performing and reviewing oversight inspections and investigations performed by Maryland’s lead contractors and lead abatement companies. The incumbent in this position serves as the Section Head of the Lead Poisoning Prevention Program (LPPP), Lead Accreditation and Oversight Division (LAOD) and will perform inspections throughout the State of Maryland. The Section Head will review lead oversight inspection and investigation files, field reports and recommendations submitted from Environmental Compliance Specialist (ECS) team members for enforcement actions and disposition of cases. The incumbent in this position will also be responsible for developing and suggesting strategies in effort to increase the level of oversight inspections on work performed by 3rd Party lead service providers, to provide educational and compliance assistance when explaining the State lead laws, regulations, and requirements to the general public.  

The ECS Supervisor provides input and/or prepares status reports to include the program’s goals and objectives, the number of oversight inspections performed, and enforcement, and compliance actions and results.  In addition, the incumbent in this position prepares the quarterly LPPP Permits Turn-Around-Time Report, and the MDE/U.S. Environmental Protection Agency (EPA) and Lead Toxic Substances Control Act (TSCA) Grant Reports. The ECS Supervisor also supervises lower level ECS team members and performs the required performance evaluations twice per year for each team member. The incumbent in this position assists and assigns work to ECS team members, including, but not limited to, oversight inspections of MDE accredited 3rd party lead service providers, work practice complaints, lead issue referrals, lead abatement notification inspections and Environmental Investigations for children diagnosed with an elevated blood lead level.

This is a field position and the work may involve exposure to uncomfortable or unpleasant surroundings. Inspection at construction sites, residential rental properties or other facilities in neighborhoods with high crime rates and deteriorated conditions throughout the State of Maryland.  The employee may be required to visit and inspect areas that may involve exposure to hazardous conditions where scaffolding or other hazards are present, falling overhead objects, chemical burns, dust, or debris to eyes or skin. The work may involve physical demands such as lifting heavy equipment and climbing ladders, etc. to make close inspections of work area. During site inspections at active construction sites, the incumbent is required to wear protective equipment where lead abatement and other work is in process such as eye protection gear, gloves, and dust mask, hard hats.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of- state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle.       

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: Four years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education. 

2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience supervising or leading an environmental staff or project;
  • Experience overseeing regulatory compliance and enforcement work or cases;
  • Experience in environmental permit/certification processes;
  • Current or previous possession of MDE Lead Risk Assessor Accreditation or successful completion of MDE Lead Risk Assessor Training;
  • Strong leadership, coaching and team building skills;
  • Strong computer skills with a proficiency in the use of various computer software applications, such as Windows  (Word, Excel, Power Point and Access) and Google applications;
  •  Strong written and oral communication skills;
  •  Strong analytical skills with ability to identify trends and create/determine information based on data sets;
  • Strong process improvement skills;
  •  Strong problem-solving skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment.  When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records and personal references.  Continued employment in this position will be contingent upon the results of the background investigation.
