Introduction

The Land and Materials Administration is recruiting for a Geologist Supervisor in the Construction & Maintenance Section. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Geologist Supervisor will serve as the Section Head of the Construction and Maintenance Section in the Solid Waste Operations Division of the Solid Waste Program. The supervision of the Section involves a variety of activities in direct support of MDE's Goal of Ensuring Safe Drinking Water. This is accomplished through the review of Refuse Disposal Permit Applications, Groundwater Discharge Permit applications for unlined rubble landfills, construction plans for landfill liners and closures, and the construction of the liner and cap systems for all sanitary landfills in Maryland, in order to prevent water pollution and other adverse impacts from these facilities, and to detect and correct such impacts if they occur. Knowledge of geology and elements of environmental engineering is important.

Duties involve management of the operations of the Construction and Maintenance Section, which is charged with reviewing permits applications, performing construction inspections, and reviewing closure and post-closure plans for all operating landfills in the State. The Section Head is responsible for supervising the activities of the section to accomplish the Program's goals, and for performing a variety of administrative, supervisory, and technical functions related to Program, Administration, and Departmental goals. Determinations made by the incumbent directly affect construction projects by County and other landfill operations that typically total about $20-$25 million per year statewide.

Working conditions of this position are as follows:

  • Work involves exposure to uncomfortable or unpleasant surroundings.  The job involves some work outdoors in all weather conditions, and takes place at landfills, illegal garbage dumps, sludge sites, scrap tire sites, refuse and sludge composting plants, wastewater treatment plants, industrial waste landfills, and other locations which may be considered highly odorous, unsightly, unsanitary, or unpleasant.  Also, some percentage of the regulated community, notably illegal dumpers, can be abusive, obnoxious, and unsightly as well.  A significant amount of travel by vehicle, and an extensive amount of walking on rough terrain, is required.
  • Work involves exposure to hazardous conditions, which may result in injury.  Site inspection of solid waste facilities such as landfills and medical waste facilities may have the potential of exposure to hazardous conditions.  These conditions may include the exposure to landfill gas and odor, landfill condition activities, and medical waste.
  • Work requires the use of protective equipment such as goggles, gloves, mask, etc. 

The incumbent of this position will be required to drive a state vehicle.  Employees are required to maintain a valid driver's license in the State of Maryland with no more than 5 points on their current driving record in order to drive a state vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following: 

Experience in the review of engineering plans and specifications, construction plans, landfill liner construction and geologic and hydrogeologic studies;

Working knowledge of the State of MD regulatory requirements for landfill permitting and construction;

Proficiency with MS applications (Excel, Access, Word);

Experience with Engineering design software (CAD, AutoCAD, etc.)

Excellent verbal and written communication skills;

Must be flexible to work beyond normal work hours, if necessary;

Attention to detail and highly effective organization skills including the ability to manage multiple tasks and deadlines simultaneously.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.

MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.
