Main Purpose of Job

The position will provide professional supervision for Employee Health Services team assigned medical case management for worker injuries. Duties are characterized by the use of knowledge, discretion, and independent judgement in the analysis and administration of employee health and worker compensation programs. This position will ensure compliance with agency directives, policies and procedures.

POSITION DUTIES

Program Administration

• Interpretation and application of Federal and State laws, policies and procedures related to the following: Maryland State Personnel and Pensions; COMAR Titles 10, 12 and 17; Family Medical Leave Act (FMLA); Americans with Disabilities Act (ADA) Reasonable Accommodation Guidelines; Worker's Compensation Act; Injured Worker Insurance Fund (IWIF) Workers Compensation - Accident leave, Temporary Total Disability (TTD), and Managed Return to Work (MRTW) programs.  

 

• Administer the DPSCS Worker's Compensation Program and employee medical programs to ensure conformance to applicable laws and regulations while maintaining a high level of customer service. Conduct audits of case files being maintained by other HR partners, such as the Operational Support Units.  

 

• Supervise the management of employee injury and personal medical cases; develop strategies to handle specific cases in consultation with the appropriate partners. Review personnel transactions in Workday to ensure accuracy and timeliness. Identify process changes to improve operational efficiencies.

 

• Recommend new policies and changes to existing HR policies and procedures that align with the Unit's mission. Assist with the establishment of Unit goals and objectives.  

 

• Interface with IWIF adjusters, physicians, attorneys, employees and management staff; regarding all aspects of medical case management, including return-to-work options, medical evaluations, reasonable accommodations, and retirement options.  

 

• Prepare work activity reports, including monthly statistics to summarize work activity, track trends, identify areas of program improvement and track performance toward meeting Department's goals toward reducing absenteeism.  

 

• Facilitate multi-disciplinary team meetings to engage partners and to ensure continuity of information. Employee Relations Unit, Office of Equal Opportunity, Appointing Authorities, Operational Support Units, Department of Budget and Management ,HR Benefits Coordinators, Finance Department, Payroll and Timekeepers, Injured Workers Insurance Fund, State Medical Director, and medical providers.

 

• Participate in settlement conferences or testify at hearings conducted by Employee Relations, Office of Administrative Hearings, Worker's Compensation Commission, and judicial courts.

  

• Provide training to Department on managing work injury.

  

• Prepare letters, memos, emails and other written communications pertaining to case management.  

 

• Maintain confidentiality in accordance with policies and procedures.

  

• Provide prompt and efficient responses to telephone, email, US mail, inter-office correspondence, or other electronic inquiries/requests.

 

• Assigned special projects or requests from HRSD Directors and executive staff in support of DPSCS. 

 

Supervision of Staff

 

• Provides daily oversight to a group of case managers to ensure accurate, timely, and thorough completion of assignments

 

• Provides supervision for non-worker injuries and administration of leave management policies/programs.

 

• Train case managers in the proper procedures and forms utilized for medical absences, including worker's compensation claims. Review correspondence written by case managers to ensure accuracy.  

 

• Intervene in complicated cases or matters with fiscal implications, by working with the Department of Finance, DBM, and Central Payroll. Research frequency and nature of medical treatment, employee attendance records, and other data sources to conduct an assessment or to reconcile discrepancies.  

 

• Schedule SMD Appointments and review subsequent medical evaluations. Addresses incomplete and insufficient documentation with employee or physician as appropriate. Validate monthly PIVOT invoice for services provided.  

 

• Complete recruitments for vacant positions.  

 

• Complete bi-annual performance evaluations for staff. Provide performance feedback and take appropriate actions to correct deficiencies. Provide technical assistance to staff for assignment completion.  

 

• Review and approve bi-weekly timesheets for accuracy and payment of wages.  

 

• Conduct monthly team meetings to review Departmental and program updates, provide training to staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.  

1.) Experience with accident, disability, medical, and long-term case management.

2.) Experience with insurance claims adjustment or accident claims management.

3.) One year of supervisory or managerial experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
