Main Purpose of Job

This is a senior level economist position whose purpose is to perform analyses, prepare reports, provide testimony, participate in or lead workgroups and develop positions on issues relating to the economics of regulation.

POSITION DUTIES

The primary duty of this position is to provide analytical support to the Commission in one or more of  the following areas: energy efficiency and conservation, demand response, advanced metering infrastructure, energy policy analysis, monitor electric and natural gas competitive markets, monitor wholesale energy markets.

Duties will include analysis of tariff language, industry structure and implementation, regulations as well as state/national policy, rates and other topics as needed with regard to energy efficiency, demand response, distributed generation, smart grid, renewables, reliability and wholesale energy markets and suppliers. 

Employees will testify as expert witnesses, make presentations, prepare written reports or otherwise communicate the results of their analysis in both informal and contested situations. The successful candidate, therefore, must have excellent written and oral communications.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university.

Experience:  Two years of experience with a public service commission, consulting organization or regulated enterprise performing utility, energy policy, economic or econometrically based analysis.

Notes1. A master's degree in Economics, Engineering, Business, Finance or a related discipline from an accredited college or university may be substituted for one year of the required experience.

2. Additional experience performing utility, energy policy, economic or econometrically based analysis may be substituted on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess experience in the areas of electric industry reliability, wholesale power procurement, competitive electric markets, energy efficiency and/or demand response.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
