Main Purpose of Job

The Medicaid Management Information System (MMIS) at the heart of Maryland Medicaid is being transformed into a modular implementation over the next several years to bring improved customer service and program integrity to the Maryland Medicaid Program. This initiative is part of a billion-dollar statewide systems modernization initiative, MDTHINK. To accomplish this, MDH needs a talented and motivated director for the MMIS Modular Transformation (MMT) to provide strategic management for the Maryland Department of Health's (MDH) system and process modernization program.

The purpose of this role is to oversee enterprise-wide system integrations to new cloud-based software and systems to build efficiency into Medicaid and perform continuous process improvement. This position works in MDH’s Office of Enterprise Technology (OET), and will work closely with MDH's IT teams, department leadership, and MDH Medicaid program administrations to ensure that projects meet business objectives, capture business rules, manage risk, and ensure alignment with MDH and State of Maryland processes and policies - particularly related to information security.

This position will oversee cross-functional teams of staff, contractors, and vendors. Additionally, this position represents MDH with other Maryland departments, external stakeholders, and federal agencies. Operationally, this position serves as a point of contact for escalations from various stakeholders, including (but not limited to) federal partners, sister state agencies, customers, and vendors. Independent judgement is required to plan, prioritize, organize, and delegate a diversified workload in a fast-paced project environment. The position must deal diplomatically with a diverse group of internal and external stakeholder groups to ensure that technology projects are aligned with strategic and measurable outcomes, including enhancing customer service, increasing efficiency of operations, and cost savings measures.

 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and ten years of progressively responsible professional experience working in matrix management environments.

Candidates should also possess:

  • Program management experience managing all aspects of $100M or larger enterprise system implementations.
  • 10 years of experience planning, managing and leading successful organizational change management efforts.
  • 10 years of experience working in matrix management environments where your reporting structure included multiple bosses for example: business program leadership, IT leadership, Executive sponsor, Executive steering committee, etc.
  • 5 years experience with state procurement.
  • 10 years of experience with vendor collaboration. 
  • Ability to communicate complex subjects in clear and concisely.
  • Ability to dynamically prioritize in response to new information.
  • Skill at managing project risk through daily decisions concerning scope, schedule and resources and communicating every project decision in these terms.

Candidates should also have experience utilizing the following technologies:

  • Web based software: (ie. Google cloud, AWS, Mircosoft AZURE)
  • CRM systems software (Salesforce, Microsoft)
  • DSS/ Data Warehouse
  • Enterprise Service Bus (ESB)
  • Consumer Portal
  • Master Data Management
