POSITION DUTIES

The main purpose of this position is to assist the Manager of Reporting and Systems Control in assuring that the control of all accounting information recorded in the Statewide Accounting and Reporting System is kept, the development and coordination of Maryland Financial Reporting and Statewide accounting methods is performed, the conformance with Generally Accepted Accounting Principles (GAAP) and all financial reporting requirements for statutory information are met and the administration of daily activity of the Accounting Operations Section in order to comply with the mission of the agency is maintained.

PLEASE NOTE:  No vacation requests during the time period of August 15 to December 15. Ability to work overtime, as necessary, to prepare the State's GAAP financial statements. Required to work one additional hour per day every day approximately during September 15 to November 15th. Unable to prepare tax returns for compensation due to conflict of interest with duties as Comptroller of Maryland employee.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in Accounting from an accredited college or university or a bachelor’s degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.

Experience: Three years of experience ensuring appropriate and consistent interpretation of and compliance with statutory and generally accepted accounting principles in a fiscal control agency or three years of experience supervising professional accounting functions.

NOTE:

  1. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in financial manager classification or financial manager specialty codes in the accounting field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • Two years of experience in accounting reporting for a government agency.

DESIRED OR PREFERRED QUALIFICATIONS

  • Possession of strong interpersonal, written and oral communication skills
  • CPA or Graduate Degree in Accounting from an accredited college or university
  • Three years of experience in accounting and fiscal year closing procedures of Maryland State Government agencies, and setting up R*STARS program codes, PCA's and agency objects
  • Ability to understand and interpret the impact of existing and new legislation on State agency budgets and in the allocation of various revenue sources
  • Excellent analytical skills
  • Ability to present accurate and concise reports
  • Skill interpreting policies, procedures, laws and regulations
  • Knowledge of financial practices and budget analysis
  • Skill in managing multiple tasks
  • Ability to establish and maintain harmonious working relationship;
  • Ability to communicate clearly and effectively both orally and in writing
  • Experience managing projects with deadlines
  • Experience working collaboratively as part of a team and experience leading work groups.

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
