Main Purpose of Job

The Manager of Research, Evaluation, Performance, and Data Analytics directs, manages, and supervises the research, evaluation, performance, and data analytics to enhance and improve central, metro (including Baltimore City), and local offices of child support performance to meet required federal metrics. This work includes producing data, ongoing data collection and analysis, report development, report/grant writing, development and analysis of federal, state, and department data indicators, evaluating progress made by both the state and local departments on these indicators, and assisting both state and local departments in developing program improvement plans.


Develops, updates, and supports child support research, evaluation, performance and data analytics for Child Support Administration (CSA) using the Results Accountability framework, considering federal, state, local, and department indicator and data needs, state legislative requirements, mandated reports, best practices for measuring child support performance, impact, trends, and emergent needs. Supervises research and University of Maryland School of Social Work staff to increase efficiency in CSA research, increase internal capacity for data analysis, and incorporate best practices and current research knowledge into CSA's daily work. Oversees contracts and ensures monitoring duties are handled appropriately and timely by support staff. Responsible for management of the contract budget at approximately $3.51 million annually. Responds timely and accurately to urgent and ad hoc data requests from the Governor, Governor's Office, Maryland General Assembly, DHS Secretary, DHS Communications Director, CSA Executive Director, Deputy Executive Directors, Division Director of Program Development and central, metro (including Baltimore City) and local child support staff, and external stakeholders. Collaborate on and coordinate data collection and data policy development for Maryland's Child Support Program. Coordinates data collection, clean-up, analysis, and submission for Joint Chairman's Reports. Attends, participates, and leads meetings as needed.


Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

The ideal candidate would possess:

1. A Master's degree from an accredited college or university in Social Work, Psychology, Accounting, Business Administration, Public Administration or similar fields.

2. Three years of experience working in a Human Service-related program at a state or federal level, such as child support, temporary assistance for needy families (TANF), child welfare, etc.

3. Three years of experience establishing and evaluating performance and outcome measures.

4. Two years of supervisory experience.

5. Three years experience using Microsoft Office Excel, Access, Word and PowerPoint to create spreadsheets, databases, reports and presentations.

6. Excellent written and verbal communication and presentation skills.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
