Main Purpose of Job

The main purpose of the Administrator II-Regional Training Manager is to provide guidance and coaching for new DJS staff, to keep seasoned employees current and provide refresher and remedial training for the MD Department of Juvenile Services (DJS) mandated staff.  The Regional Training Manager is a member of the Professional Training and Education Unit (PTEU) and is responsible for ensuring that the daily training operation is delivered in a professional and timely manner. The Regional Training Manager facilitates the realistic transition from classroom theory to practical application of work functions for staff.

POSITION DUTIES

1. The Administrator II-Regional Training Manager will design, plan and deliver training programs and/or learning opportunities for DJS staff.  Additional the position is responsible for ensuring an all-encompassing compliance with in-service training requirements for mandated staff of the Western Region.

2. The Regional Training Manager ensures that the training schedule is in compliance with the Maryland Correctional Training Commission regulations for a minimum of 18 hours of in-service training for mandated employees.

3. The Regional Training Manager prepares and maintains class attendance rosters, ensures attendee training is documented and in the skills manager training system, manages course registration, and records and enters the completion results in the skills manager training system of all trained staff.

4. The Regional Training Manager will maintain certification in MPCTC General Correctional Instructor; CPR/AED First Aid Instructor; PREA Instructor; Gang Instructor and Mental Health First Aid Instructor and CPM Instructor.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years of the above required experience must include training adults in a training environment, if not substituting education for experience.

DESIRED OR PREFERRED QUALIFICATIONS

*Possession of a current Instructor Certification for MPCTC

*At least 2 years’ experience training adults in the Public Safety/Criminal Justice work environment

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
