LOCATION OF POSITION
MDH/Harford County Health Department, Clinical Health Bureau/Infectious Disease Division/Harm Reduction Unit/Syringe Services Capacity Development, Edgewood, Maryland
POSITION DUTIES
This position will function as front-line program staff and represent the Harford County Health Department's Harm Reduction Unit, both internally and externally, to individual community members, as well as to partner agencies and organizations.
This position will support the growth and expansion of the Harm Reduction Unit, as it interfaces with clients, co-workers, community members, and external partners, including businesses, law enforcement and local governance representatives, as deemed appropriate by the Division Director and the Program Supervisor.
This position will need to be familiar with, and understand, the rules and regulations of the Infectious Disease Division, as well as understand the laws and policies of our funding agency. This position will also obtain, analyze and interpret data on the needs of our clients and our community, in order to determine if, and in what ways, our program is appropriate. If the program is appropriate for the client or community member, then this position will be responsible for overseeing and assisting the Division's Supervisor with connecting the individual with our program. However, if the program is not appropriate for the individual, then this position will be responsible for ensuring that the individual is referred appropriately. Finally, this position will assist the Infectious Disease Division's Director and Supervisor with the planning, implementation and execution of new and revised programs, including the Syringe Service program, the Naloxone Distribution program and the Fentanyl Test Strips Distribution program.
This position will be required to assist with compiling statistical data by keeping detailed records regarding individual encounters, community outreach endeavors and other aspects of program work, as required by the program, the Division, the Bureau, the department, program funders, and the governing agency.
This position is located within a Unit focused on the health of people with substance use disorders. While not required, direct experience with substance use, whether personally or secondarily and be it through a friend or family member, may benefit the position by offering a deeper understanding of the needs of Health Department clients.
MINIMUM QUALIFICATIONS
Education: Completion of 60 credit hours at an accredited college or university.
Experience: None.
Notes:
1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should have experience implementing harm reduction philosophies, as well as experience with individuals who suffer from substance use disorders.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
