Main Purpose of Job

This position serves as the Metro DC Regional Disease Intervention Specialist (DIS) in the Center for Sexually Transmitted Infections (STI) Prevention within the Office of Infectious Disease Prevention and Care Services. The Center for STI Prevention is dedicated to surveillance, partner services, and prevention of STIs and HIV transmission in Maryland. In partnership with impacted communities, the Center for STI Prevention develops, funds, and evaluates effective STI prevention interventions and provides training, support and technical assistance to develop the capacity of agencies and individuals to successfully deliver those prevention interventions. The main purpose of this position is to notify, counsel, and recommend treatment for persons identified or at risk for sexually transmitted infections (STI), including HIV, for cases reported to local health departments in metro DC area (Prince George's, Montgomery, and surrounding Counties as well as DC). This position reports to the Regional DIS Supervisor and is physically located in Prince George's County. This position may also be responsible for conducting statewide Internet Partner Services for Maryland counties. This position conducts field investigations to locate, notify, and refer identified at-risk community members for appropriate medical evaluation and recommended treatment services as deemed necessary, through the provision of early intervention, case management, and disease investigation services related to STIs and HIV. Case management and disease intervention activities include a process of identifying and evaluating affected persons, initiating client-centered counseling, eliciting information to facilitate partner management, developing client-specific risk reduction plans, and evaluating persons exposed to or at increased risk for STIs and HIV. This position works collaboratively with health department and private health care providers, other disease intervention staff throughout the state, and community partners, to ensure the proper management and delivery of effective and timely intervention services for clients and their respective at-risk social network. This position is not eligible for employment visa sponsorship.


Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application.

Experience:  Three years of professional experience in health services, two years of which must have been in the option for which application is made.


1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.


The successful candidate should have training and experience in providing Disease Investigation Services across multiple jurisdictions, including patient interviewing, partner services, linkage to care, documentation, conducting assessments, and providing resources and education for STIs/HIV. The ideal candidate will have experience with the Patient Reporting Investigating Surveillance Manager (PRISM) data system that Maryland uses for documentation.  This position is located in Prince George's County.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
