Main Purpose of Job

The primary purpose of this position is assist the system administrator to plan, design, develop and manage the Division of Workforce Development (DWD)web-based one-stop operating and reporting system through continuous development, customizing, expansion and implementation of the system throughout the State of Maryland. The incumbent will provide supervision to the technical help desk team. The incumbent is responsible for system development projects/modules and providing technical assistance to Local Workforce Development Areas (LWDA) and American Job Center offices throughout the State of Maryland. The incumbent will supervise the activities of a statewide system help desk unit in order to provide ongoing support to field operations in the use of the new system. The position acts as principal liaison between/among the external system stakeholders, the system help desk, LWDA, system vendor and system administrator to coordinate the development of customers' requirements for the operating system and training needs.

POSITION DUTIES

The incumbent will provide supervision to the technical help desk team. The incumbent is responsible for system development projects/modules and providing assistance to Local Workforce Development Areas (LWDA) and American Job Center offices throughout the State of Maryland. The incumbent will supervise the activities of a statewide system help desk unit in order to provide ongoing support to field operations in the use of the new system.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university.

Experience:  Five years experience in administrative staff or professional work, 2 of which must have been supervisory experience.  2 years of the required experience must have been experience in technical systems management, help desk or technical support, or experience using web-based systems  establishing system requirements,  testing system functionality and reporting defects.

Notes:  Additional years of experience will substitute the Bachelor's degree on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Two or more years of experience in technical systems management, -help desk or technical support.  One year of the required experience must have been using web-based systems, establishing system requirements,  testing system functionality and reporting defects.

DESIRED OR PREFERRED QUALIFICATIONS

Intermediate level experience using Microsoft Excel, Word and PowerPoint Experience involving data analysis, Help Desk customer support, project management, system life-cycle.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment (DLLR/DUI) to determine whether any monies are owed are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
