Main Purpose of Job

This position serves as Director of the Division of Accounting Operations, and oversees and coordinates all accounting related operations for the Department of Human Services (DHS), Office of Administration, Budget and Finance. The incumbent in this position is also responsible for the fiscal functions of the General Accounting, Clients' Automated Resources and Eligibility System (CARES), Maryland Children Electronic Social Services Information Exchange (MD CHESSIE), and the provision of guidance to the Local Department's of Social Services (LDSS's); and operates with the highest possible level of independence in regards to the accounting operations of the Department, routine interpretation and execution of the State's and the Department's regulations and procedures.

The position requires an expert knowledge of Generally Accepted Accounting Principles (GAAP), the principals and practices of governmental accounting as they relate to DHS, and the highest level of understanding of the Department's internal systems and their relationships to the Department's ability to serve its customers, as well as to meet Federal and State reporting requirements.

POSITION DUTIES

Supervises, assigns and evaluates the work of Accountant Managers and related fiscal staff of the General Accounting Unit - Accounts Payable, Accounts Receivable and Payroll, CARES and MD CHESSIE Fiscal Units.

Develops and implements accounting policies and procedures required to accommodate law or regulation changes; develops changes, devise new reports, or recommends new or revised applications (including automation) to meet changing needs to improve on existing processes; works with staff of the modal administrations to investigate and troubleshoot problem situations directly impacted by the accounting policies of the Department, or the systems and practices of one or more of the LDSS's.

Acts as the primary point of contact for the Department in its relationships with the Comptroller's General Accounting Division, Central Payroll Bureau, State Treasurer's Office, and State and GAAP auditors; assists in the interpretation of new laws and/or changes to existing laws or regulation and provides assessment of their impact on the Department including required reporting capabilities.

Represents the Department's interests by participating on task forces or advising Departmental administrators regarding the impact of new and/or revised projects, initiatives and regulations; participates in requirement writing and the testing and implementation of the fiscal components of new systems and modifications and enhancements to existing Department systems and assists in the interviewing and hiring of local department Finance Officers by evaluating candidates accounting abilities.

Participates in the review of the State Repatriation Plan of activities associated with emergency declarations issued by the US State Department and the US Department of Health and Human Services for which DHS is the lead operational and administrative agency for the State of Maryland. Participates in the coordination of Federal Disaster grant disbursements with State and Federal emergency management agencies; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s Degree in Accounting, Business Administration or Economics.

Experience:  Five years managerial oversight examining, analyzing and interpreting accounting systems, records and reports.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

Active Maryland Certified Public Accountant (CPA) license.  

Work experience with State government operations of automated and manual accounting system.  

Work experience with State of Maryland Financial Management Information System (FMIS).  

Work experience with defining requirements for fiscal components of automated systems.  

Knowledge of the State of Maryland procurement and personnel regulations.
