Main Purpose of Job

The Maryland Workers' Compensation Commission (WCC) is seeking an energetic and creative senior .NET Software Architect to join its Enterprise Modernization (EM) Team. The Senior .NET Software Architect works as a key member of the Enterprise Modernization team to identify and develop scalable and comprehensive solutions for next-generation apps to facilitate WCC’s effort to increase automation and efficiency in providing world-class services to the people of Maryland. The Senior .NET Software Architect collaborates with business subject matter experts, customers, stakeholders, and  other EM application architects and developers to drive  workflow application delivery, develop  REST or SOAP based .NET web services as well as custom components using a hybrid Agile methodology. Leverage existing expert level .NET development skills and WCC’s immersion training in leading low code/no code digital transformation toolset to deliver projects for EM low code/no code environment and for EM to external integrations with SQL Server/.NET Framework based entities.

POSITION DUTIES

1.    Manage .NET development team resources, coaching and leading EM delivery teams in planning iterations, user stories, and development sprints

2.    Through WCC’s immersive training, expert mentoring, and self-paced studies, become a senior process consultant using the Bizagi Studio digital transformation development environment and/or in other low code/no code process automation toolsets to deliver EM application development projects. Bizagi toolsets include Bizagi Studio for process, data, user interface (UI) and experience (UX), and work rules modeling and design. The Bizagi Engine  provides automation/execution and administration for EM processes  through its web based work portal user interface

3.    Provide technical oversight for reuse of pre-built components and the design/development of custom .NET components and web services for EM process and data integrations. Instigate best practices for app and data security, automated testing, roll-out and version control of designs across app development project teams

4.    Use strong skills and experience in the following tools and environments to design, develop, and implement application software and data systems:

ü  Visual Studio with Team Foundation Server 2013 or newer  .NET app team development IDE and GIT based version control

ü  Data access tools and methods including Entity Framework, .NET Framework Data Providers (SQL Server, OLEDB, ODBC, etc.),

ü  Javascript libraries and frameworks including Node.JS, Angular/AngularJS, React, etc.

ü  XPATH Navigation standard and query syntax

ü  SQL Server 2012 or newer development and (BI) business intelligence tools including stored procedures, user defined functions (UDF), integration services (SSIS), and reporting services (SSRS)

ü  Office 2010 Professional or newer products including developer tools and plug-ins: Word, Excel, PowerPivot, PowerQuery, MasterData, Outlook, PowerPoint, Visio, SharePoint, etc.

5.    Use highly effective oral and written communications skills to develop role based training, mentoring, documentation, and job aids for diverse groups of stakeholders including  app developers, quality assurance staff, database administrators, technical support staff, and end users to support successful EM project deliveries

              6.    Provide second-level technical support for software debugging and related  troubleshooting tasks

MINIMUM QUALIFICATIONS

Education: This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline (or provide accreditation of a foreign college or university degree by a member of the National Association of Credential Evaluation Services (NACES)).; or three (3) years of equivalent experience in a related field

Experience: Six (6) years of full stack experience developing application solutions for Microsoft IIS web and/or Windows

SELECTIVE QUALIFICATIONS

The following are required qualifications. Candidates MUST POSSESS the following:

·         At least four (4)  years of experience  designing, developing ,and implementing  Microsoft .NET data driven web application solutions and web services using Visual Studio 2010/NET 4.x or newer with Team Foundation Server, C#, ASP.NET and Javascript libraries for Microsoft SQL Server data sources of which at least  two (2) years was in a role of software architect, lead developer, or hands- on .NET development manager/supervisor

·         Note: Completion of at least nine credit hours of upper level or post graduate coursework from an accredited college or university in .NET 4.x web application  design, development,  and security  for  Microsoft SQL Server may be substituted for required experience on a year for year basis

DESIRED OR PREFERRED QUALIFICATIONS

·         Experience developing process models, data models, and work rulers  for apps using low-code/no-code solutions such as Bizagi Studio, OutSystems, Appian, Pega, Mendix, or other similar toolsets

·         Experience in  transforming legacy systems, business process reengineering, organizational change, and/or integrating independent systems

·         Experience  with web application and data security best practices and encryption techniques

·         Knowledge of automation systems for Enterprise Content Management (ECM) , Case Management, and/or Customer Relationship Management (CRM)

·         Experience creating extract, transform, and load (ETL) tasks using SQL Server Integration Services (SSIS) or other data ETL and cleansing tools

·         Flexibility to take on occasional technology assignments not within core areas of responsibility

·         Excellent oral and written communication and presentation skills including ability to interact effectively with various levels within the organization and experience engaging and working with vendors/partners to effectively deliver projects

·         Working knowledge of Windows operating systems and server administration

SPECIAL REQUIREMENTS

·         Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached.

·         Employee may be required to drive to Agency Regional Site locations and must have a valid Driver's License.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.   

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
