Main Purpose of Job

The mission of the Maryland Department of Health's Prevention and Health Promotion Administration's Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs and viral hepatitis and helping impacted persons live longer and healthier lives. We work in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases. In partnership with other IDPHSB offices and centers, public and private sector partners, and impacted communities, the Center for HIV Prevention and Health Services (CHPHS) develops, funds, and evaluates HIV prevention and health services, and provides training, support and technical assistance to develop the capacity of agencies and individuals to successfully deliver those services. The main purpose of this position is to provide data system management and support for the Center for HIV Prevention and Health Services' two statewide client-level data systems: Maryland CAREWare and the HIV Testing Reporting System. Duties will include essential data management and integration tasks, user training and support, dataset creation for analysis and federal reporting, and development of reports for program management, evaluation, and decision support. This position provides user training and support for internal and external users and implements data quality assurance protocols to facilitate accurate, timely reporting of HIV testing and health services data.

MINIMUM QUALIFICATIONS

Education:    Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.  A copy of your transcript must be attached to the application.

Experience:  None.

NOTES:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with health services data systems and provision of user training and support.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
