Main Purpose of Job

The Application Counselor Sponsoring Entity (ACSE) Program Coordinator supports the administration of the ACSE Program in coordinating the onboarding of ACSEs and Certified Application Counselors (CACs); helps ensure entities are fulfilling their obligation as an ACSE and that CACs meet training and certification requirements; perform follow up and outreach to program participants regarding changes in policy, certification status, and other critical communication; and assist in gathering, validating and analyzing performance metrics reporting as determined by MHBE. This position is to accurately maintain credentialing and compliance information in accordance with the requirements of certification for all application counselors.

POSITION DUTIES

1. Coordinates the application and renewal of ACSEs and the application, training, credentialing and certification of CACs. Ensures that all ACSE agreements and signed and executed.

2. Assists with program monitoring, reporting, and providing sets of data on the ACSE program to a range of stakeholders.

3. Assists in the implementation of policies, procedures and initiatives that drive ongoing process improvements of the ACSE Program.

4. Interacts with other MHBE staff and departments to coordinate relevant activities that involve the ACSE Program.

5. Maintains data sets of ACSE and CAC metrics as directed.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

1. High level of technological proficiency, including working with large datasets and in Excel.  Ability to learn new software applications quickly and with little training, and to work in a number of different software applications at once.

2. Extensive Customer Service experience, with verbal and written communication skills with a focus on customer problem solving communications.

3. The ability to work with a high degree of initiative and  self-reliance with the ability to coordinate tasks with other team members.

4. Knowledge of the Affordable Care Act and implementing regulations.

5. Experience in the health insurance industry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
