Main Purpose of Job

This position is the Administrative Specialist for the Commission of Real Estate Appraisers, Appraisal management Companies and Home Inspectors. The Commission is an agency within the division of Occupational and Professional Licensing. The Administrative Specialist serves as the support staff person dedicated exclusively to the day-to-day administration of the unit that oversee the State's qualification, licensing, and regulation of Real Estate Appraisers, Appraisal Management Companies and Home Inspectors. The Commission is governed by 15 members appointed by the Governor.

POSITION DUTIES

1. Promote the interest of the Commission.

2. Act as the administrative specialist for each meeting of the Commission of Real Estate Appraisers.

3. Process applications for licensing.

4. For each complaint, process the new complaint, review the complaint form to evaluate its merit and the Commission's jurisdiction.

5. Determine whether checks received by the Commission should be deposited according to audit requirements.

6. Prepare various statistical, annual and special reports for review by the Executive Director.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Must have experience working with Boards and assisting with License and Compliances matters.  EXCELLENT CUSTOMER SERVICE EXPERIENCE and demonstration of effective verbal and writing skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
