Main Purpose of Job

This position's primary responsibility is to process, collect and monitor the Department's Account Receivables (AR), totaling approximately $4M. The AR processes include maintenance of a summary ledger (as well as subsidiary ledgers), pursuit of collections, negotiation of repayment terms, transfer of delinquent debts to the DBM-CCU, collections processing (including the allocation/distribution to agency cost centers or LDSS assistance accounts) , and various related account reconciliations.

POSITION DUTIES

Maintain the Departments Account Receivable (AR) and Subsidiary Receivable Ledgers. Reconcile the Sum of AR Subsidiary Ledger account balances to the AR Ledger balance to ensure that they agree and reconcile collections recorded in R*STARS to the Subsidiary Ledger entries. Obtain a copy of the Working Fund Composition and Bank Reconciliation items to analyze outstanding receivables. Process and allocate CCU collections and monitor the DBM CCU Client View system for employee delinquent debts and offsets. Prepare monthly financial reports of delinquent accounts and monthly activity for vehicle citations and foster care contract overpayments. At year-end-close, will ensure OIG Fiscal Year Contract Closeout documents reconcile to the AR Ledger and Subsidiary Ledger balances, reconcile FMIS R*STARS clearing account balances, prepare the year-end Account Receivables Aging Report and prepare GAAP Schedule C-Account Receivable Report.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
