NATURE OF WORK

A Principal is the managerial level of work in a State-operated educational program at an institutional, correctional or juvenile services facility.  Employees in this classification are responsible for the administration of the educational program and are the highest level administrator at the school site.  Employees in this classification supervise Teachers and may supervise Assistant Principals, Teacher Supervisors and Teacher Leads.

Employees in this classification receive executive supervision from a higher level administrator at departmental headquarters. The work of this class is performed at an institutional, correctional or juvenile services facility where the students may be disruptive or abusive and may require remedial training.

The Principal is differentiated from the Teacher Supervisor in that the Principal is responsible the administration of the education program and the management of education staff at a facility while the Teacher Supervisor has supervisory responsibility for lower-level Teachers and performs classroom teaching duties.  The Principal is differentiated from the Assistant Principal in that the Assistant Principal performs educational administrative work assisting the Principal of an educational program at a facility.

EXAMPLES OF WORK

Administers the educational program at an institutional treatment center of the Department of Health and Mental Hygiene or a juvenile justice facility of the Department of Juvenile Justice, or a correctional educational program operated by the Department of Education;    

Supervises teachers and may supervise Teacher Supervisors and Teacher Leads engaged in classroom instruction of students or school library work;

Specific duties may include a combination of the following:

    • instructional leadership;

    • budget preparation;

    • training, evaluating, recruiting and employing instructional staff;     

    • determining the curriculum;

    • directing, organizing, planning and supervising the educational program;     

    • overseeing the admission/dismissal policy of the educational program;

May supervise Assistant Principals, if assigned to the Maryland Department of Health;

Performs other related duties.

GENERAL REQUIREMENTS

Education:   Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: Experience providing classroom instruction to students.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
