NATURE OF WORK

A Psychiatrist Clinical Director, MDH is the managerial level of work providing clinical psychiatric services to patients who are mentally ill, chronically ill or developmentally disabled or are in need of medical and preventive treatment.  Employees in this classification function as sole Directors of Clinical Services at 24/7 MDH facilities or function as sole Chief Medical Officers for the Behavioral Health Administration.  These positions are located at 24/7 MDH facilities.  Employees in this classification that function as sole Directors of Clinical Services at a 24/7 MDH facilities, oversee medical/psychiatric services of the facility and supervise all other Physicians or Psychiatrists which may be employed by the facility in any capacity.  Employees in this classification that function as sole Chief Medical Officers for the Behavioral Health Administration may supervise lower-level MDH Psychiatrists, clinical, or administrative staff.

Employees in this classification receive managerial supervision from a higher-level administrator or an executive. Employees may be assigned to day, evening, night or rotating shifts which may include holidays and weekends.  Employees may be required to travel to various MDOH facilities including those in rural areas. Employees are subject to call-in and overtime based on staffing requirements. Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Psychiatrist Clinical Director, MDH is differentiated from the Psychiatrist Clinical Administrator, MDH in that the Psychiatrist Clinical Director, MDH functions as sole Directors of Clinical Services at 24/7 MDH facilities or functions as sole Chief Medical Officers for the Behavioral Health Administration, while the Psychiatrist Clinical Administrator, MDH functions as Unit/Ward Administrators responsible for unit/ward  services for their assigned unit/ward, or functions as Clinical Program Administrators for a Headquarters office, division, or comparable program. The Psychiatrist Clinical Director, MDH is differentiated from the Psychiatrist Clinical Superintendent, MDH in that the Psychiatrist Clinical Superintendent, MDH functions as sole Superintendents of 24/7 MDH facilities and supervises all clinical, professional and support staff.

EXAMPLES OF WORK

Functions as sole Directors of Clinical Services at 24/7 MDH facilities;

Functions as sole Chief Medical Officers for the Behavioral Health Administration;

Plans, coordinates, and supervises the work or all clinical psychiatric and health care support staff in the facility;

Establishes and implements medical guidelines, policies, procedures, standards and controls;

Evaluates implementation of programs and coordinates with public and private agencies providing similar services;

Formulates policy and coordinates the activities or various services within the program;

Collaborates and consults with Physicians/Psychiatrists in preparation of activity plans and short and long range planning;

Addresses professional and lay groups;

Presides at ward, diagnostic and clinical conferences on appropriate treatment required for specific cases;

Reviews clinical records of patients to assure their adequacy and proper administration;

Provides consultation and review of the clinical appropriateness of prescribed medications and laboratory tests;

Prescribes medications and treatments as indicated by diagnoses;

May provide hands-on patient and clinical services;

May provide consultative services in psychiatry;

Performs other related duties.

GENERAL REQUIREMENTS

1. Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

2. Applicants for this classification must be board certified in Psychiatry by the American Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians.

3. Applicants for this classification must be licensed by title by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04. 09, Testing for Illegal use of Drugs.
