The HSCRC has been granted independent salary setting authority legislatively in recognition of the agency’s value to the Maryland Health Care System in achieving the goals of: cost containment; access to care; equity in health care financing; accountability; financial stability; and improved quality of care.
In granting this authority, the legislature also recognized the agency’s need for personnel with specialized expertise and experience in the areas of health care payment systems and policy development sufficient to achieve these goals.
The legislation authorizes the HSCRC, “in consultation with the Secretary of DHMH,” to establish the pay levels for professional positions grade level 17 and above. See Health-General Article, § 19-206(d).
A Class Description provides information about the Nature of Work, Examples of Work and General Requirements for a classification in the Management Service or a classification in the Skilled or Professional Service in which all positions have been designated Special Appointments. Required Knowledge, Skills, and Abilities; Minimum Education and Experience Requirements; Special Requirements; and recruitment and testing procedures are set by the using agency.
Class descriptions broadly define groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
