NATURE OF WORK

A Physician Program Specialist is the advanced level of work providing medical program services in an area of medical specialization in a headquarters program concerned with mental health, disabilities or chronic illness needs.  Employees in this classification are primarily located at Maryland Department of Health (MDH) headquarters.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a higher-level Physician or an administrative official.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Physician Program Specialist is differentiated from Physician Program Staff in that the Physician Program Specialist is primarily assigned to MDH headquarters and performs advanced level work providing medical program services in a medical specialty area that requires certification by an American Medical Association Specialty Board while the Physician Program Staff is primarily assigned to MDH headquarters and performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Provides consultative services in an area of medical specialization;

Gives lectures and presentations to medical students, health care professionals and lay groups in an area of medical specialization;

Develops medical guidelines, policies, procedures and standards;

Reviews and evaluates statistical reports and other reports;

Evaluates implementation of programs and coordinates with public and private agencies providing similar services;

Performs other related duties.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
