A Budget Analyst III, Capital Programs is the full performance level of work in the formulation and expenditure oversight of the Governor’s capital budget and five-year capital improvement plan. Employees in this classification perform work that involves analysis of capital budgets and capital programs of large agencies. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a Budget Analyst Supervisor, Capital Programs.
Position allocation within the Budget Analyst I, II, III, Capital Programs series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.
The Budget Analyst Trainee is differentiated from Budget Analyst I, Capital Programs, Budget Analyst II, Capital Programs and Budget Analyst III, Capital Programs on the basis of degree of supervisory control exercised by the supervisor over these employees. The Budget Analyst Trainee learns to perform duties under close supervision. The Budget Analyst I, Capital Programs, Budget Analyst II, Capital Programs and Budget Analyst III, Capital Programs perform the full range of duties and responsibilities under general supervision.
Evaluates the State capital funding requests from State agencies, local governments and non-governmental organizations;
Conducts analysis and evaluation of facility master plans and programs and existing facilities and programs to determine adequacy and develop recommendations for improvement, adjustment or alternative methods of financing;
Investigates the need for allocation of funds related to capital programs and projects consistent with the debt limits recommended by the Debt Affordability Committee;
Makes recommendations to the Secretary of the Department of Budget and Management and to the Governor regarding funding capital programs and projects;
Responds to requests for information, research and analysis from various sources, including the Governor, Department Secretary and General Assembly;
Provides technical advice and assistance, including interpreting budget policies, to State agencies in the preparation of their budgets and to local government and non-governmental organizations requesting State financial assistance;
Attends meetings with agency personnel to discuss capital project or program changes affecting budgetary appropriations;
Assembles statistical data and reports for use in evaluating capital budget requests;
Attends agency budget hearings conducted by the Department of Budget and Management and the Governor, and hearings and committee meetings conducted by the General Assembly;
Estimates the operating costs of new capital facilities to determine impact on capital budget requests;
Analyzes proposed legislation to determine impact on capital budget;
Produces assigned sections of departmental publications;
May train lower-level Budget Analysts, Capital Programs;
Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
