NATURE OF WORK

A Social Work Manager, Health Services is the managerial level of work providing social work services to clients in a special population in a health care setting.  Employees in this classification direct a social work program designed to meet the needs of a special population and supervise Social Work Program Administrators, Health Services, Social Work Supervisors, Health Services and Social Workers, Health Services.

Employees in this classification receive managerial supervision from a director of a hospital, residential facility, clinic or local health unit or designated administrator within the Maryland Department of Health.  The work may require evening and weekend hours.  Work is performed in hospitals, residential facilities, clinics, local health units or headquarters.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Social Work Manager, Health Services is differentiated from the Social Work Program Administrator, Health Services in that the Social Work Manager, Health Services directs a social work program designed to meet the needs of a special population and supervises Social Work Program Administrators, Health Services, Social Work Supervisors, Health Services and Social Workers, Health Services while the Social Work Program Administrator, Health Services assists the Social Work Manager, Health Services in directing a social work program designed to meet the needs of a special population or plans, administers and advises a Statewide social work program for a programmatic administration. 

EXAMPLES OF WORK

Directs a social work program designed to meet the needs of a special population, such as mentally ill, developmentally disabled, physically disabled, chronically ill, geriatric, maternity, family planning, adolescents or substance abusers;

Develops standards and procedures for providing social work services;

Plans, coordinates, supervises and evaluates the work of Social Work Program Administrators, Health Services and Social Work Supervisors, Health Services;

Evaluates existing social service programs and initiates, modifies or terminates programs as necessary;

Acts as consultant to other staff including physicians, registered nurses and psychologists and to other departments;

Participates with other staff in long-range planning for services;

Plans professional development programs for the social work staff; and may participate in orientation programs for other disciplines;

Coordinates social work responsibilities with other concerned units and legal advocates in matters, such as guardianship and other court related matters;

Conducts staff meetings to interpret policies and procedures;

Develops programs of training for Social Workers and ancillary staff;

Coordinates the social work program with other agency activities;

Represents the Department in relationships with local, State and national programs in the fields of health, education and welfare to promote community efforts to meet the needs of patients and their families;

Performs other related duties.

SPECIAL REQUIREMENTS

1. Candidates must be licensed as a Certified Social Worker-Clinical by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have the license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Maryland Department of Health Testing unit.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator’s license valid in the State of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
