A Human Service Administrator IV is highly responsible administrative work directing and coordinating several major human service programs or serving as the principal assistant to a department head.  Employees in this classification exercise considerable independent judgment in the interpretation and application of laws, procedures and regulations in connection with various phases of the administrative process and the work requires the employees assist in the formulation of departmental policies.  Employees in this classification devise and install work procedures and administrative controls, assist and guide the staff in planning of the activities of the program and review the operating efficiency of the program.  Employees in the classification are required to have wide and varied public contacts, frequently at high levels.  Employees in this classification exercise general direction over all of the technical, professional and clerical employees assigned to the program.

Employees in this classification receive administrative direction from the director of the department and/or from a designated higher level-administrator.  Work effectiveness is evaluated through conferences and reports in terms of the achievement of program goals.

The Human Service Administrator II-IV classifications are differentiated from the Human Service Administrator I in that the Human Service Administrator II-IV function as program managers with responsible for programs of greater scope and responsibility while the Human Service Administrator I directs and coordinates a human service program of limited scope or assists in the direction and coordination of a more complex human service program.  


Directs or assists in the direction of the activities of an assigned human service program;

Plans, organizes and supervises the work of assigned subordinate personnel;

Reviews and assists in the development of departmental policies and programs;

Makes recommendations to the director of the department concerning new or revised legislation affecting the department;

Promotes the work of the department through frequent contact with interested groups and individuals;

Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;

Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;

Supervises the preparation of the budget for the assigned program;

Performs other related duties.


Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Management Service classification in the State Personnel Management System.  All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special    appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
