NATURE OF WORK

HCD Community Program Administrator II administers specialized programs in the Department of Housing and Community Development. Employees in this class direct or assist in directing statewide loan, grant and technical assistance programs for multifamily and single family housing development and rehabilitation; neighborhood revitalization and business development; community infrastructure development; historic preservation; and other related areas. The employees in this classification may supervise other technical, professional and clerical staff assigned to the program.

The employee in this classification receives managerial direction from a designated higher level manager.

This classification series is limited to administrators of programs in the Department of Housing and Community Development. Classification levels within the HCD Community Program Administrator series are determined on the basis of modified factor comparison with other similar positions. Positions are evaluated using the Management Classification Factors: 1. Qualifications, 2. Nature and Purpose of Personal Contacts, 3. Nature of Recommendations, Commitments, Decisions and Conclusions, 4. Creative Thought, 5. Planning, 6. Responsibility for Administration and 7. Nature of Supervision Received.

EXAMPLES OF WORK

Directs or assists in directing activities of one or more housing and community development program(s) in the Department of Housing and Community Development, such as the Local Government Infrastructure Financing Program, Rental Service Program, Multi-Family Bond Loan Asset Management, Single Family Real Estate Owned Properties, Loans and Collections for Single Family Operations, Mortgage Purchase Section of Homeownership Programs;

Provides technical expertise in the assigned program(s);

Develops short and long-range plans for program operations and resources;

Develops or assists in developing program policies and procedures;

Reviews and comments on existing and proposed legislation affecting the program(s);

Promotes the interests of the program and other departmental activities through frequent contact with public and private groups and individuals;

Represents the department in a liaison capacity with managers and officials of other agencies concerning program activities;

Ensures that programs are implemented in compliance with applicable laws, rules, regulations and procedures;

May plan and organize the work of staff assigned to the program(s);

May supervise staff assigned to the program(s);

Performs other related duties.
