NATURE OF WORK

A Treasury Specialist IV is the advanced level of staff work in Treasury management, involving limited administrative and supervisory responsibility. Employees in this classification generally bear responsibility for several major functions within the Treasurer’s Office. Employees in this classification, in addition to interpreting established policies and procedures to lower-level Treasury Specialists for the resolution of complex operational problems, are responsible for planning, initiating and conducting independent studies of needs and of established procedures and practices to formulate recommendations to enhance operational effectiveness and economic use of funds and such recommendations will often be of major impact and materially affect operational practices. Employees in this classification also are responsible for implementation of new systems and of major revisions to existing systems for those functions under the employee’s direction, with emphasis on minimizing attendant disruption of activities.  Employees in this classification have contacts with the public, with Departmental officials and with the administrative staff of fiscal control agencies requires exercise of considerable tact and judgment in effecting solutions to complex problems concerning operational areas under the employee’s direction.  Employees in this classification are responsible for planning efforts that routinely include varied short term projects and frequently include projects of considerable duration, intended to produce recommendations for the revision of established policies and procedures as well as for the solution of complex operational problems.  Employees in this classification supervise lower-level Treasury Specialists and other professional specialists, as well as clerical support positions.

Employees in this classification receive general direction from the senior Treasury staff. Work effectiveness is evaluated by the timeliness, quality and completeness of assigned projects and by the soundness of recommendations as well as by the efficient management of assigned office functions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

EXAMPLES OF WORK

Interprets established policies and procedures in their application to highly complex, non-recurrent operational problems;

Directs implementation of new or revised procedures and practices, and resolves attendant problems;

Studies, analyses and reports on the efficiency of operational practices;

Prepares other special reports as required;

Attends meetings with Departmental officials and with staff of fiscal control agencies to acquire information concerning the scope and impact of problems, and to formulate recommendations for their resolution;

Recommends revisions to operational practices to allow improved control of cash and cash requirements;

Expedites work flow in subordinate office units;

Assists Treasurer’s Office executive staff with such other administrative tasks as are assigned;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
