NATURE OF WORK

A Program Administrator III is a managerial level of work in the Maryland Department of Health in a local health department, residential facility or headquarters administration.  Employees in this classification direct a major programmatic unit providing services to a specified population group.  Employees in this classification exercise general direction over all of the technical, professional and clerical employees assigned to the program.

Employees in this classification receive managerial direction from a designated higher level administrator.

Program position allocation for positions in the Program Administrator series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include:  qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; managerial planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Directs the activities of an assigned program within the Maryland Department of Health;

Plans, organizes and supervises the work of assigned subordinate personnel;

Reviews and assists in the development of departmental policies and programs;

Makes recommendations concerning new or revised legislation affecting the program;

Promotes the work of the department through frequent contact with interested groups and individuals;

Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;

Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;

Supervises the preparation of the budget for the assigned program;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
