NATURE OF WORK

A Treasury Specialist V is the first level of highly responsible specialized work in field of financial management. Employees in this classification provide administrative and managerial assistance to the Chief Deputy Treasurer in the overall direction of Treasury activities. Employees in this classification conduct independent studies of the State’s cash needs, procedures for financial reporting and other such policies and administrative practices (direct deposit, new investment instruments, investment pooling, etc.) as may be required. Employees in this classification are responsible for the above studies which result in specific recommendations of major impact concerning establishment and/or revision of policies, administrative procedures and operational practices.  Employees in this classification directs the implementation of new or revised systems and procedures, when the recommendations are accepted by the Treasury’s executive staff.  Employees in this classification must inaugurate changes to the systems necessary to ensure the accurate reflection of facts and to conform with sound financial and cash flow procedures and in this capacity, exercise technical direction and guidance over the staff of the Treasurer’s Office, particularly with regard to the development of an effective cash management system.

Employees in this classification receive general supervision from the Chief Deputy Treasurer, and exercises broad latitude of judgment in the interpretation and application of the cash management policies and procedures of the State Treasurer’s Office.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

EXAMPLES OF WORK

Develops, implements and maintains a cash flow system for effectively reporting cash receipts and disbursements;

Analyses and reports on the efficiency of short-term investment procedures;

Formulates, implements and evaluates policies and procedures for processing financial transactions;

Recommends documentation and reporting requirements for evaluation of cash needs;

Conducts studies and presents reports on investment earnings and activities;

Monitors account balances to determine that proper investments have been made;

Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
