NATURE OF WORK

A Service Work Supervisor is the supervisory level of custodial work in State agencies.  Employees in this classification supervise a large or medium-sized group of unskilled service workers in the cleaning and care of buildings and adjacent grounds to ensure that these areas are kept in a neat, orderly and sanitary condition.   Employees in this classification issue routine assignments and give specifically detailed instructions and are responsible for inspecting the finished work to ensure that it meets established standards.  Employees in this classification are responsible for training new employees in dusting, sweeping, dry and wet mopping, scrubbing, waxing, polishing, buffing, spraying, and the care and use of cleaning implements and modern housekeeping appliances.  Employees in this classification normally supervise a medium-sized group of service workers and, in some places, hospital patients designated to work in the section, and at times, may supervise the moving and lifting of heavy furniture and other equipment.

Employees in this classification receive general supervision from a Maintenance Supervisor of the agency.  When assigned to supervise a large group, employees in this classification are generally assisted by a Service Work Chief.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Organizes, assigns and supervises the work of a medium or large group of general service workers performing manual tasks in the cleaning and care of buildings and adjacent grounds;

Trains new employees;

Recommends on retention, suspension and dismissal of assigned workers;

Inspects completed work for adherence to standards of sanitation and orderliness;

Prepares reports and maintains records;

Maintains control of cleaning equipment and supplies;

Performs janitorial work to the extent that supervisory duties permit or the absence of assigned service workers;

May participate in hiring new employees;

Performs other related duties.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
