NATURE OF WORK

A Field Director Correctional Education Programs, DJS is the supervisory level of work in the Department of Juvenile Services. Employees in this classification serve as the principal assistant to the Correctional Education Program Director and are responsible for providing leadership in the development and oversight of the Maryland Correctional Education Program. Employees supervise the work of field based school administrators, principals and subordinate staff in the administration of educational programs in correctional facilities.

Employees in this classification receive general supervision from the Director of the Correctional Education Program or another designated administrator. This work requires travel throughout the State.

Positions in this classification are evaluated using the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

EXAMPLES OF WORK

Supervises field based school administrators, principals and other subordinate staff in the administration of educational programs in correctional facilities;

Participates with Central Office Coordinators and Specialists in education, library program planning, and staff development assuring the coordination with field based subordinate staff;

Recommends, implements, and monitors operational procedures and policies;

Reviews and monitors the results of programs under their control, evaluates program effectiveness and assures that practices are appropriately maintained, enhanced, or modified;

Oversees the overall recruitment process for field based subordinate staff;

Serves as the MSDE liaison for teacher certification;

Represents the Director of Correctional Education in assigned official capacities, inside and outside of the Department;

Assures that appropriate educational curriculum, library and related services are planned for residents of Maryland Correctional Institutions based on departmental policy, State and federal regulations, and an understanding of the characteristics, capabilities, needs and interests of incarcerated adult students;

Plans and implements in-service training programs in an academic, special education, vocational education, transition and life skills education, post-secondary education and/or library science area for correctional teachers;

Assists Principals in planning an effective deployment of staff, material, and information resources based on program objectives and effective classroom instruction;

Monitors staff record keeping practices as relates to the Individual Educational Plan (IEP) and program assessment and accountability reporting requirements;

Assists Principals in negotiating operational arrangements in the delivery of the assigned educational program area with the Department of Public Safety and Correctional Services officials, community colleges, local boards of education, other educational or library systems, community and volunteer groups, and other State agencies;

Remains current on trends in the assigned educational program area and monitors market trends to ensure curriculum provides students with marketable job skills;

Prepares proposals for financing educational and library programs and manages grant resources;

Follows security guidelines of adult correctional institutions and directs the school programs in cooperation with the managing officers of the facilities;

Performs other related duties.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification must possess and maintain Administrator I and Administrator II certification per Education Article, Section 6-101 of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) 13A.12.04.04.04, Supervisors of Instruction, Assistant Principals, and Principals. Candidates recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.
