NATURE OF WORK

A State Retirement Administration (SRA) Director, Systems Development I is the managerial level of work directing and managing the Systems Development Teams within the Information Technology Department, SRA. Employees in this classification are responsible for managing the application development, database platforms, and system architectures which support ongoing creation, testing, deployment and use of custom-developed applications and databases utilized by SRA. Employees in this position collaborate with executive, technical infrastructure, cybersecurity, production, internal audit, and other SRA staff to accomplish the mission of the agency. Employees in this classification directly supervise subordinate supervisory level staff and indirectly supervise technical, professional or administrative staff.

Employees receive managerial supervision from the Deputy Chief Technology Officer or other designated administrator.

The SRA Director, Systems Development I & II is limited to senior level technical employees in SRA who direct and manage Systems Development Teams spanning various technical engineering and development disciplines within the SRA IT Department. Position allocation within the SRA Director Systems Development series is determined on the basis of relative job evaluations among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Plans, directs, and administers all aspects of assigned SRA IT programs in the areas of Software Engineering, Development

Operations, and Database Development/Administration;

Conducts research, review and analysis of software and database development tools, platforms and techniques for

organizational implementation;

Establishes overall policies and procedures for assigned program(s), oversees their implementation, evaluates their

effectiveness and approves major revisions;

Identifies and implements systems development and integration opportunities;

Oversees solution and application platform requirements, design and architecture development;

Negotiates complex business and technical issues between SRA and outside vendors;

Manages the personnel resources of the program(s);

Prescribes and oversees development and training of program staff;

Oversees and manages program budget;

Performs other related duties.

As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
