NATURE OF WORK

A State Retirement Agency (SRA) Software Engineer Manager is the supervisory level of work designing, developing, implementing, maintaining and securing software applications. Employees in this classification supervise SRA Software Engineers and SRA DevOps Engineers.

Employees in this classification receive managerial supervision from a SRA Systems Development Director or other designated administrator. Employees may be required to work evenings, weekends and holidays and may be subject to call-in.

Positions in this classification are evaluated using the classification job evaluation methodology, which involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of this classification specification.

The SRA Software Engineering Manager is differentiated from the SRA Software Engineer V in that the SRA Software Engineering Manager supervises lower-level SRA Software Engineers and/or SRA DevOps Engineers while the SRA Software Engineer V architects implementations across all solutions.

EXAMPLES OF WORK

Supervises lower-level SRA Software Engineers and SRA DevOps Engineers;

Makes decisions on personnel actions;

Enables the agency to expediently respond to opportunities and challenges via Information Technology;

Addresses business challenges by analyzing computer resources, capacity and limitations, operating time, and required outcomes;

Demonstrates high technical proficiency for designing, coding, testing, documenting, and maintaining software applications;

Supervises the development conceptual designs and prototypes;

Oversees the implementation of security in new and existing applications;

Develops strategies for protecting Personally Identifiable Information (PII) using encryption data in transit and at rest;

Oversees the deployment of new applications, which may be on-premises, or hosted or on the Cloud;

Performs cost benefit and feasibility analyses;

Supervises the performance of agency applications;

Participates in development of IT policies, security controls, disaster recovery, and standard operating procedures;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Knowledge of SDLC and change management;

Knowledge of computer operating systems, computer networks, hosted and cloud-based solutions;

Knowledge of data persistence approaches;

Knowledge of business’ needs for software;

Skill in agency appropriate programming languages;

Skill in providing guidance and training to SRA Software Engineers and SRA DevOps Engineers, evaluating their work and performing quality reviews;

Skill in promoting career growth and opportunities;

Skill in delivering solutions and achieving outcomes via Information Technology;

Ability to use acquired institutional knowledge to achieve organizational efficiencies;

Ability to complete all phases of a project;

Ability to provide mentorship and guidance;

Ability to develop software according to agile practices;

Ability to implement client-server software.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with an Agency-issued cell phone.

Applicants for this classification handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.

Employees may occasionally be required to travel to field locations (i.e., disaster recovery site) and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
