NATURE OF WORK

A State Retirement Agency (SRA) Database Administrator II is the full performance level of work responsible for data persistence systems utilizing the appropriate best practice, tools, and technologies. Employees provide secure, optimized, stable, scalable, and recoverable design and implementations of database instances. Database administrators interact with other Database Administrators, Database Developers and Software Engineers. They may also be required to collaborate with stakeholders and contributors on project activities. Employees in this classification do not supervise other positions.

Employees in this classification receive close supervision from an SRA Database Administrator Manager.

Positions in this classification are evaluated using the classification job evaluation methodology, which involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of this classification specification.

The SRA Database administrator Trainee, SRA Database administrator I and SRA Database administrator II are differentiated based on the degree of supervisory control exercised by the supervisor over these employees. The SRA Database Administrator Trainee performs the duties under close supervision. The SRA Database Administrator I performs the duties under close supervision at times and under general supervision at other times, depending on the complexity of the specific duty being performed. The SRA Database Administrator II performs the full range of duties and responsibilities under general supervision. The SRA Database Administrator II is differentiated from the SRA Database Administrator III in that the SRA Database Administrator III either assigns, reviews and approves the work of and trains SRA Database Administrators or participates in planning for long term database system solutions and upgrade strategies with directed research.

EXAMPLES OF WORK

Administers and supports multiple databases of varying complexity;

Maintains database user base by regulating appropriate levels of roles and access;

Controls server and database security by proper system configurations;

Implements backup and recovery procedures for database instances;

Supports successful execution of data workflows using database technologies;

Develops strategies for protecting Personally Identifiable Information (PII), Personal Health Information (PHI), and Federal

Tax Information (FTI) using encryption in transit and at rest;

Deploys and maintains SQL (structured query language) and NoSQL (not only SQL) database systems, which may be on-premises, hybrid or in the cloud;

Participates in development of Information Technology (IT) policies, security controls, and disaster recovery;

Promotes adherence to data persistence best practice;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of data administration and data standardization policies;

Knowledge of relational and NoSQL databases;

Knowledge of data mining and data warehousing principles;

Knowledge of database management systems, query languages, table relationships, and views.

Knowledge of query languages such as SQL;

Knowledge of sources, characteristics, and uses of the organization’s data assets;

Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Skill in using relational database management toolkits and developing stored procedures;

Skill in allocating storage capacity in the design of data management systems;

Skill in conducting queries and developing algorithms to analyze data structures;

Skill in integrating database accounts with domain accounts, such as via Active Directory;

Skill in tuning enterprise databases to achieve optimum performance levels;

Skill in delivering solutions and achieving outcomes via IT;

Ability to analyze organizational needs, architect business solutions, and monitor/administer systems/software to optimize performance;

Ability to use acquired institutional knowledge to achieve organizational efficiencies;

Ability to trace and diagnose database performance issues;

Ability to mentor and provide guidance for staff performing data extractions and queries.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience administrating, maintaining, and managing databases in SQLl or NoSQL contexts utilizing supporting technologies.

1. Candidates may substitute a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for up to two years of the required experience.

2. Candidates may substitute an Associate’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for up to one year of the required experience.

3. Candidates may substitute six credit hours of coursework in data persistence and development using generally accepted computer programming languages or other developmental tools for six months of the required experience.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for the required education.

5. Candidates may substitute U.S. Armed Forces military service experience in Data Persistence Programming classifications or Data Persistence Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.

Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
