NATURE OF WORK

A Treasury Insurance Professional Manager III is one of three managerial levels of professional work in the Treasury Program of the Maryland State Treasurer.  Employees in this classification are responsible for one or more agency-specific programs, the supervision of subordinate staff, and the fiscal resources of the assigned program(s).  Employees in this classification ensure the administration and compliance of agency policy set under its jurisdiction for other statewide agencies as well as provide guidance and instruction to statewide parties of interest.  Employees in this classification manage professional work in the areas of debt management and issuance, accounting and financial administration, investment of State funds, Statewide banking services, and operations. Employees in this classification have managerial responsibility for Treasury programs and the work of other employees.

Employees in this classification receive managerial supervision from a higher-level manager or an Executive.

Position allocation within the Treasury Professional Manager I-III classification series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Proposes and manages budget for State general obligation bond sale expenses;

Manages the Annuity Bond fund and performs cash flow analysis to ensure liquidity in order to process debt service payments on a timely basis;

Recommends general fund appropriations to ensure sufficient funding in the annuity bond fund;

Manages the division’s ongoing post issuance compliance activities;

Manages adherence to Treasury banking policies and ensures the accurate, timely, and fully-documented reconciliation of the State’s bank accounts to the State’s general ledger;

Assists with management of Statewide banking relationships for all banking activities of the State;

Manages the development and maintenance of divisional Standard Operating Procedures (SOPs);

Recommends investment strategies and authorizes execution of trades;

Serves on the Advisory Committee of the MD Local Government Investment Pool (MLGIP) on behalf of the Treasurer;

Oversees interest allocation formulation and ensures interest earnings are distributed to State agencies per Statute;

Researches and responds to constituent complaints or requests for information for a specific Treasury division;

Drafts sectional reporting for the Treasurer’s Annual Report;

Assists the Treasurer and Chief Deputy Treasurer in administering the activities of the Division in the absence of the Director;

Manages daily office operations of a specific unit or division;

Evaluates software programs and recommends improvements in order to improve efficiencies and meet statutory requirements;

Attends meetings as a representative of the Treasurer and Chief Deputy Treasurer;

Establishes and/or evaluates program goals, standards and controls to meet program objectives;

Prepares information for mandated reports for the legislature;

Oversees and conducts educational and informational programs and training throughout the State;

Assists with writing scope and evaluating bids on Requests For Proposals (RFP) for financial services, such as Statewide banking contracts, escrow agency services, armored courier services, actuarial services, and financial software services;

Oversees contract management for Statewide contracted financial services policies and interprets policies and resolves issues;

Assists with developing fiscal estimates and notes and providing expertise in drafting or reviewing proposed legislation;

Creates and maintains policies and procedures for a Treasury specific division;

May testify before State legislature when warranted;

May serve as the Deputy Director in a Treasury division;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
