NATURE OF WORK

A Treasury Professional I is the intermediate level of professional work in the Treasury Program of the Maryland State Treasurer. Employees in this classification perform professional work in the areas of debt management and issuance, accounting and financial administration, investment of State funds, Statewide banking services, and operations. Employees in this classification do not supervise other positions.

Employees in this classification receive moderate supervision from a Treasury Professional Supervisor or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Treasury Professional I and Treasury Professional II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Treasury Professional I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duties being performed. The Treasury Professional II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Interprets and applies established policies and procedures in order to resolve routine operational problems;

Provides guidance to other agencies on the implementation of new or revised procedures and practices regarding policies set by the Treasurer’s Office as a control agency;

Recommends revisions to operational practices to allow improved control of cash and cash requirements, policy requirements, agency standards, and procedures;

Monitors and expedites workflow in ancillary units or divisions;

Corresponds with bank representatives to resolve reconciliation discrepancies and processing issues and assist agencies with issues involving their reconciliation of agency books and funds;

Communicates new or revised federal and/or State rules and regulations pertaining to fund transfers and federal grant payment programs to other agency fiscal personnel;

Researches and may issue replacement payment to vendors for undeliverable or unpresented funds;

Serves as Administrator for the Treasury Bank Account Information System;

Reconciles daily positive pay file from disbursement bank for Statewide payments, clears discrepancies, and recommends resolution to management for approval;

Performs with account analysis between contracted financial vendor and monthly billing statements to verify compliance with pricing structures in procured contract, and resolves discrepancies;

Researches, submits, and tracks forgery affidavits for the State’s disbursement accounts;

Analyzes State funds on deposit with financial institutions to ensure they are collateralized as required by statute;

Reviews all State lockbox balances daily to ensure excess funds have been swept to the State’s main depository account;

Monitors and posts collateral pledged by all insurance agencies doing business in the State of Maryland;

Derives daily cash position for all funds available in the State’s main depository bank;

Assists with Internal Revenue Service (IRS) compliance requirements and other required regulatory and legal procedures;

Assists with activities associated with the State’s Capital Lease-Purchase Program and Energy-Lease Program;

Assists with collection and posting of State Insurance Trust Fund (SITF) and Injured Workers Insurance Fund (IWIF) premiums, and lease payments by other State agencies;

Enters data into treasury system and processes debt service payment Fedwires;

Enters data for the Cash Management Improvement Act (CMIA) program into federal systems;

Processes agency transactions in the State’s Human Resources Information System (HRIS);

Prepares material for mandated or special reports;

May reconcile agency payroll and prepare payroll input paperwork and work with Human Resources to resolve payroll discrepancies;

May process draw down of federal funds from the federal government on behalf of other State agencies receiving grants and program payments;

May process other State agency requests for foreign and domestic wire transfers which have been warranted by the Comptroller’s Office;

May prepare or verify daily totals of investment redemptions and purchases between a contracted bank and the Comptroller’s General Accounting Division (GAD) to ensure accurate posting to the State’s general ledger;

May work with the Comptroller’s Central Payroll Unit to process direct deposit failure and recoveries;

May invest non-committed State cash based on analysis of cash flow and available short-term investments appropriate for future cash flow needs;

May execute monthly interest allocation calculation for management review and approval;

May execute investment plan designed to pay Maryland State lottery winners electing annuity payments over a 19-year period;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge the money market and the principles and practices of investments in government securities;

Knowledge of State accounting and budgeting policies and procedures;

Knowledge of State business, economic and financial trends;

Knowledge of principles and practices of public financing, including budgetary operations and State rules and regulations concerning fiscal operations;

Knowledge of principles and practices of public and private business administration;

Knowledge of function of government and organization of government agencies;

Knowledge of reference and research methods and techniques used in the collection, compilation and organization of data and information;

Knowledge of methods and techniques used in organization and coordination of studies and analysis of procedures;

Knowledge of analytical principles and techniques;

Knowledge of basic statistical procedures and techniques;

Knowledge of SPMS laws, regulations and guidelines;

Ability to interpret, revise and evaluate and implement programs, policies, and procedures;

Ability to evaluate and install cash management policies and procedures;

Ability to prepare detailed reports using modern technology;

Ability to develop and maintain effective working relationships with public officials, the general public, and co-workers;

Ability to initiate action and exercise sound judgement. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in business administration, office management, finance, accounting, economics, or related field.

Notes:

1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
