NATURE OF WORK

A Senior Citizen Aide is the full-performance level of community assistance work authorized by the federal Older Americans Act.  Employees in this classification have as their goal assignments to be enabled to transfer their skills into unsubsidized employment within 24 months.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a senior center manager, hospital administrator, museum manager, library director or other community agency program manager.  Work assignments are part-time and include services to the general community or to the elderly community.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

May greet patients in hospitals;

May act as a guide in a museum;

May assist at a library circulation desk;

May greet clients and keep records in a senior center;

May drive a van to transport senior citizens to community activities;

May assist with community recreational activities;

May answer questions and provide information about services to senior citizens;

May assist home-bound elderly with activities of daily living;

May assist with other community-related activities.

GENERAL REQUIREMENTS

Requirements for this classification are set by the Older Americans Act of 1965, Title V, Community Service Employment for Older Americans, Section 502, (as amended) and include:

• Must be fifty-five (55) years of age or older when the determination of eligibility is made;

• Must have an income, or be a member of a family with an income, that does not exceed 125% of poverty guidelines as established annually the U.S. Department of Health and Human Services; and

• Must be a resident of the jurisdiction where the applicant seeks employment.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
