NATURE OF WORK

A Supervisor of Assessments, Class A is the supervisory level of work in the field of real property and commercial property assessments for tax assessment purposes. Through subordinate supervisors, employees in this classification are responsible for all real property functions of the local jurisdiction.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification. Position allocation to Class A, B or C within the series is based upon the number of accounts within the county’s jurisdiction based on standards created by the State Department of Assessments and Taxation. The standards are on record in the Human Resources office of the Department of Budget and Management.

Employees in this classification receive managerial supervision from an Assessments Area Manager. The work may require travel throughout Maryland.

EXAMPLES OF WORK

Manages the job functions in a local office of assessments to ensure that all laws, regulations and procedures are followed and department objectives and deadlines set by the State Supervisor for Real Property are met;

Develops and implements local assessment office policy and procedures;

Monitors the work of subordinate supervisors;

Provides estimates to taxable base, new construction and appeal reductions;

Prepares progress of reassessment, new construction, appeals and transfer reports;

Ensures reassessment ratio and statistical standards are met and property valuations are followed;

Consults with the Department’s Assistant Attorney General’s Office representatives and Area Supervisors about assessment challenges;

Testifies before the Property Tax Assessment Appeals Board and in the Maryland Tax Court;

Provides timely and accurate responses to inquiries from department staff, local government officials and customers;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
