NATURE OF WORK

An Environmental Health Specialist Director I is a managerial level of work in a local health department planning and administering the overall environmental health program.  Employees in this classification plan, promote, develop, implement and evaluate countywide service for the entire range of environmental health programs.  Employees in this class manage the programs through subordinate Environmental Health Specialist Managers or Environmental Program Supervisors and other supervisory staff.

Employees in this classification receive managerial supervision from a county health officer.  Employees may be subject to 24-hour call-in and overtime.

Position allocation in the Environmental Health Specialist Director series is determined by the application of the Environmental Health Specialist Director Point Factor System.  The job evaluation factors measure services rendered to support the current population, services to support future growth, and administrative responsibilities.   

EXAMPLES OF WORK

Manages Environmental Health Programs through Environmental Health Specialist Managers or Supervisors directing the activities of Environmental Health Specialists engaged in inspection, investigation, and sampling work involving the enforcement of public health laws;

Advises local health department officers and other executives and administrators concerning procedures, methods, and measures required to solve operational problems;

Prepares operating budgets and monitors expenditures;

Develops work programs and assignments for subordinate supervisors;

Develops operational policies, in-service and continuing education programs, and public relations activities concerning environmental health programs, including lectures and presentations for civic and professional groups;

Attends meetings and conferences for planning and corrective work in public health areas;

May conduct on-site inspections to analyze unusual problems in the field;

Performs other related duties.

GENERAL REQUIREMENTS

1. Educational requirements are determined by the Maryland Board of Environmental Health Specialists, under the licensing requirements for Environmental Health specialists.

2. Specific experience requirements are set by the agency based on the essential job functions assigned to the position.
